Description:
The 2024 25 Mile Tree Planting contract includes planting of government-furnished tree seedlings within
2310 acres of Base Items on the Chelan Ranger District located on the Okanogan-Wenatchee National Forest.
This task order requires contractor self-inspection. Contractor shall conduct self-inspection in accordance with an accepted quality assurance plan based on the guidelines as described herein.
The contractor shall furnish all labor, equipment, supervision, transportation, supplies, except those designated as government-furnished, and incidentals to perform all work specified herein.
The contractor shall transport and plant trees in such a way as to ensure survivability of the trees through the seedling stage of the trees development. The specifications herein are required under this contract, but do not constitute an all-inclusive requirement of performance. In addition to the specifications and related exhibits, the contractor is required to perform the planting of the tree seedlings in such a way as to meet a high level of quality assurance. The quality assurance and inspection requirements as described herein require the contractor to adopt or otherwise develop a quality assurance plan in accordance with the clauses entitled “52.246-4 Inspection of Services and Contractor Inspection Procedures – Quality Assurance Plan Guidelines.” The quality assurance plan as submitted by the contractor and approved by the Government shall become a part of this contract as a reference for performance. Procedure used to solicit and award contract: This notice is for the issuance of a blanket purchase agreement call request on BPA Forest Service Region 6/Oregon-Washington Bureau of Land Management Vegetation Management BPA This is a competitive request for quotes under a previously issued BPA solicitation number 1204T018Q0003 for forestry thinning, pruning, piling, and rearrangement of forest vegetation.

Place of contract performance: The Project Area is located on both the Chelan Ranger Districts of the Okanogan-Wenatchee National
Forest. 25 Mile Base Items are located in Washington State, Chelan County, Meridian Code 33 Township
29N Range 20E Sections 20 , 29, 32, 21, 28, 33, 27, 34, 26, 35 Township 29N Range 21E Sections
31Township 28N Range 21E Sections 1, 6, 7. Seedling storage for is located in Chelan, WA. No
Government directed site visit is scheduled. Georeferenced PDF maps of the project areas can be provided upon request. None of the Project Area is behind a locked gate. In addition, specific information
regarding individual units will be specified in the Planting Data Sheet or unit information maps issued with each BPA Call Planting units are located within the 2021 25 Mile Fire perimeter.
Moderate winds can cause roads to become blocked by falling trees and create a hazard for personnel in the burned area. Heavy rain can result in flash flooding and debris flows. If the Contracting Officer Representative (COR) deems the conditions unsafe for work or feels there is a high probability that egress from the work area may be compromised, the Government may: (1) suspend work for the day; or (2) direct work to continue in a different area. If work is suspended, the day will not count toward the contract time and no additional compensation will be made.
