The County of Mohave, on behalf of the Sheriff Department, is seeking proposals from qualified respondents for an Outpatient Behavioral Healthcare Program . All proposals are due before 2:00 pm on Tuesday, May 19, 2026 . Mohave County recognizes that individuals released from detention facilities face significant behavioral health challenges that, if left unaddressed, contribute to recidivism, public safety concerns, and increased costs to the justice and healthcare systems.
Mohave County is looking to utilize the 2nd floor of its newly constructed Reach Out Center for an Outpatient Behavioral Healthcare Program to serve the needs of the Community, with the priority on the justice community. The 2nd floor provides 3,093 square feet, with an occupancy rating of 17.59; photos and descriptions are provided in Attachment A. The space offers a Laundry Room, 3 Restrooms, 5 double and 2 single occupancy rooms that could be turned into offices, one office for staff, Medical Supplies Room, Staff Station, Exam Room, Storage, Open Area, Elevator, and access to 1 elevator and 2 stairwells, shown in Attachment B. The County expects the Program to be a 24/7 operation.
The space will not be leased to the provider nor will rent be charged and the County will be responsible for all ongoing maintenance of the space. To provide the services contemplated by this RFP, the County shall issue a non-exclusive license to the Contractor for the use of the Facility. This use shall be considered a license, and this RFP shall dictate the terms of the license. This RFP and Agreement does not create a landlord-tenant lease agreement, and the Contractor shall not have any interest in the property. Contractor shall be permitted to use the Facility following the County’s acceptance of its proposal, and the Contractor’s use shall end when Contractor no longer provides services under this RFP, or upon termination of this Agreement. With reasonable prior notice, the County may access areas utilized by the Contractor to inspect or maintain any part, portion, or location of the building.
Built in 2025, the Reach Out Facility is the companion to Mohave County’s Adult Detention Center to support the County’s initiative with the goal to improve cross-system collaborations to reduce involvement in the justice system by people with mental and substance use disorders. The County releases over 5,000 inmates throughout the year, and a large percentage of these inmates could benefit from this type of Program.
