SOLE SOURCE PROCUREMENT FOR OUTAGE MANAGEMENT AND COMMUNICATIONS SOFTWARE

NOTICE OF INTENT

#27-167519

The City of Farmington, New Mexico, has determined that the following unique service requires specialized integration with existing software that only the manufacturer can provide.

A description of the required services that substantiates the sole source determination is as follows:

FEUS currently utilizes the Milsoft Utility Solutions Outage Management and Communications Software (OMS) and the Milsoft Utility Solutions Hosted IVR (Interactive Voice Response). The two systems integrate and are used to help safely and efficiently dispatch trouble crews to outages in the field. Both systems require maintenance and support that only Milsoft can provide.

STANDARDIZATION – This is a continuation of the standardization of the original RFP #14-99810 through which the software was procured.

Contract details and the required statutory information are below:

1. Milsoft Utility Solutions 4400 Buffalo Gap Road Suite 5150 Abilene, TX 79606

2. $64,580.25 per year on a three (3) year contract.

3. Milsoft annual software maintenance and support services for Milsoft software procured under competitive RFP # 14-99810.

To ensure that Procurement procedures are conducted fairly and impartially, all qualified suppliers are notified of the City’s intent to award a sole-source contract. Qualified suppliers and interested parties have an opportunity to submit evidence that more than one firm has the requisite skills and functionality to perform contract services before the proposed award date. If evidence presented reveals that more than one source is available to perform the contract, the City may issue a competitive solicitation.

Interested parties must submit comprehensive evidence in writing by 5:00 p.m. on July 31, 2026 - 15 days from the date of this notification. Interested firms shall send their evidence in response to this notification in writing via the online bidding system.
