REQUEST FOR PROPOSAL (RFP)
FOR

OUD AND CO-OCCURRING SUD/MH PREVENTION, INTERVENTION,
TREATMENT, AND RECOVERY SUPPORT SERVICES
(OPIOID ABATEMENT)

The County of Westmoreland for Westmoreland County Department of Human Services is
requesting proposals for OUD and co-occurring SUD/MH prevention, intervention, treatment, and
recovery support services, Specifications are available in the Office of the County Controller, 2 North
Main Street, Suite 111, Greensburg PA 15601.

Sealed proposals will be received in the office of the Westmoreland County Control until 2:00
PM on Tuesday, May 19, 2026, and publicly opened approximately 15 minutes later in the
Commissioners' Conference Room 101 in the office of the Westmoreland County Commissioners,
Greensburg, PA 15601. Late Proposals will NOT be accepted or considered. The County
Commissioners reserve the right to reject, in whole or in part, any or all proposals received, and further
reserve the right to negotiate the final contract terms, including cost, subsequent to the submission of
sealed proposals.

Proposals must be submitted in a sealed package, with the Proposer's name and address on
the outside of the package, along with the designation: "OUD AND CO-OCCURRING SUD/MH
PREVENTION, INTERVENTION, TREATMENT, AND RECOVERY SUPPORT SERVICES
(OPIOID ABATEMENT) - WESTMORELAND COUNTY DHS." One original signature master
copy shall be included in the package along with FIVE (5) duplicate copies,

The initial term of the contract is intended to be for an initial term of one year, with options
for extending the contract for additional terms of up to one-year at the sole discretion of the County.
The final determination of extension options will be subject to available funding and program

outputs,

The timetable presently contemplated by the County Commissioners for submission of

proposals, evaluation of proposals and award of the contract is as follows:

* Deadline for submission of questions regarding RFP: May 8, 2026 at noon

Questions about the RFP may be submitted by e-mail to vspina@westmorelandcountypa.gov and
must be received not later than May 8, 2026 at noon, to be considered for answer and possible
inclusion in an addendum.

* Deadline for submission of Proposals: May 19, 2026 at 2:00 p.m.

BACKGROUND

The opioid epidemic has had a devastating impact on individuals and families in Pennsylvania,
including Westmoreland County. Overdoses have reached alarming rates, leading to numerous
fatalities and placing a significant burden on the community. Westmoreland County has faced
challenges in providing adequate treatment services and support to those affected by opioid
addiction. It is crucial to address this crisis by implementing comprehensive and evidence-based
programs.

To ensure that a wide range of organizations have the opportunity to make an impact on the
community and opioid-related issues Westmoreland County is issuing this Requests For Proposals
(REP). This grant program is available to agencies, organizations, and municipalities that focus on
advocacy, prevention, support for people in recovery, or community services. Grants are available
to Westmoreland County agencies, organizations, and municipalities to address the detrimental
effects of the opioid/overdose crisis currently experienced in Westmoreland County and to help
protect the community from such adverse effects. Eligible municipalities are those with 10,000
residents or below. This program will be financially supported by opioid settlement funds.

APPROVED USE OF FUNDS

The Westmoreland County Department of Human Services will utilize the opioid settlement funds
to prioritize the treatment of individuals with opioid use disorder (OUD) and co-occurring
substance use disorder or mental health (SUD/MH) conditions. These funds will support evidence-
based or evidence informed programs and strategies in alignment with the priorities outlined
below, as defined in the Final Distributor Settlement Exhibit E: List of Opioid Remediation Uses
of the court order establishing the Pennsylvania Opioid Misuse and Addiction Abatement Trust.
A copy of Exhibit E is attached hereto as Attachment 1. ANY PROPOSAL THAT DOES NOT
MEET EXHIBIT E WILL BE REJECTED.

Priority 1: Treatment Access and Quality

Enhancing existing treatment programs, expanding treatment capacity, improving treatment
outcomes, integrating primary care and behavioral health services, providing medication assisted
treatment (MAT), promoting evidence-based therapies and counseling.

Priority 2: Recovery Support Services

Developing and expanding recovery support programs, providing peer support services, offering
relapse prevention services, supporting recovery housing, facilitating access to employment and
educational opportunities.

Priority 3: Harm Reduction and Prevention
Implementing harm reduction strategies, conducting overdose prevention education, distributing
naloxone, supporting syringe exchange programs, promoting safe prescribing practices.

Priority 4: Criminal Justice and Reentry Initiatives

Integrating substance use treatment in the criminal justice system, providing treatment to
incarcerated individuals, offering reentry support services, promoting diversion programs,
addressing the needs of justice-involved populations.

Westmoreland County is interested in Proposals focused on interventions that are either creative
or evidence informed (or both). Creative interventions are new approaches that have not been tried
before. Evidence-informed interventions are approaches that are informed by research, DHS
recognizes that given the scale of the epidemic, both creative and evidence-informed interventions
are needed,

This plan is by no means all-inclusive of all potential approaches. Proposed activities must align
with approved activities as defined in Exhibit E, List of Opioid Remediation Uses. Examples of
programs that have been found to be compliant or non-compliant with Exhibit E can be found on
the PA Opioid Misuse and Addiction Abatement Trust website at:

If after all or any part of the Funds have been paid to the successful Proposer and the successful
Proposer shall fail to use the Funds in accordance with the terms of the Agreement or Exhibit "E",
including when the Trust disapproves or finds the Project to be non-complaint, the successful
Proposer shall repay the County the Funds paid.

All organizations approved for funding must adhere to all respective federal, state and local
laws, standards, bulletins and regulations.

INTENT

It is the intent of Westmoreland County to solicit proposals with the intention of executing a
contract. This notwithstanding, any proposal shall be submitted with the following expressed
understanding:

e This Request for Proposals is not subject to the competitive bidding process and any
contract entered into as a result of any proposal will not be based on the concept of the
"lowest cost applicant".

e Westmoreland County has the right to reject any and all proposals at any time during the
process.

e Westmoreland County reserves the right to reject any applicant that does not sufficiently
document that they meet the minimum qualifications to respond to this RFP.

Westmoreland County may modify the selection process or the scope of the project or the
required responses at any time upon issuing a written addendum to this RFP.

All costs of developing proposals and any subsequent expenses relating to contract
negotiations are entirely the responsibility of the applicant and may not be charged to
Westmoreland County.

INCURRING COSTS

Westmoreland County is not liable for any costs incurred by applicants for work performed in
preparation of a response to this RFP.

PROPOSAL REVIEW

Proposals may be withdrawn by a Proposer at any time up to the deadline for submission. After said
deadline, proposals must remain firm (subject to negotiation of terms as provided for in these
specifications) and cannot be withdrawn for a period of ninety (90) days.

Westmoreland County reserves the right to reject any and all proposals received as a result of this
RFP and to negotiate separately with competing Proposers. If all proposals are unacceptable,
Westmoreland County reserves the right to reject the proposals and to issue a new RFP.
Westmoreland County also reserves the right to reject a proposal at any time during the process.
The proposal and all the materials submitted with the proposal will become the property of
Westmoreland County upon submission.

All proposals will be reviewed by a selection committee. Proposers may be asked to attend
interviews with County officials.

Scoring Section for RFP
Evaluation Criteria and Scoring:
1. Alignment with Exhibit E Strategies (20 Points)

o Full points are awarded if the proposal clearly aligns with either Schedule A
or B of Exhibit E, detailing how the project meets specified strategies.

o Partial points are given if the proposal somewhat aligns but lacks detail or
specificity.

o The Proposal shall be rejected if it fails to align with Exhibit FE.
2. Organizational Capacity and Record (20 Points)

o Full points are awarded if the organization demonstrates a strong history and
capability with clear evidence of successfully managing similar initiatives.

o Partial points are awarded if the organization has some relevant experience
but limited evidence of successful management of similar projects,

3. Program Impact and Outcomes (20 Points)

o Full points are awarded if the proposal clearly defines measurable outcomes
and demonstrates significant potential impact on the target population.

o Partial points are given if outcomes and impacts are stated but not well-defined
or somewhat vague.

4, Sustainability (15 Points)

o Full points are awarded if the proposal includes a robust plan for sustainability
post-funding, with clear strategies and potential funding sources.

o Partial points are given if the sustainability plan is present but lacks detail or
feasibility.

5, Comprehensive Evaluation Strategy (15 Points)

o Full points are awarded if the proposal presents an effective, detailed
evaluation methodology capable of accurately measuring program success.

o Partial points are awarded if the evaluation strategy is basic or lacks detail on
how results will be used to guide future efforts.

6. Budget Justification and Financial Prudence (10 Points)

o Full points are awarded if the financial strategy is well-explained, including
detailed justifications for the funding request and prudent management of
unallowable costs.

o Partial points are given if the budget justification is present but lacks detail or
clarity.

Total Possible Points: 100

Each section will be scored to determine the proposal's overall alignment with the County's
strategic goals for opioid abatement. Only proposals that demonstrate a comprehensive approach
to addressing the opioid crisis, grounded in evidence-based or evidence-informed practices, and
which align with the strategic directives of Exhibit E, will be considered for funding.

SELECTION/REJECTION PROCEDURE

Proposers whose proposals are selected will be notified in writing as to their selection.

Proposers whose proposals are not selected will also be notified in writing.

Proposers responding to this RFP will not receive any feedback on the quality of their responses
or the selection process.

There is no comntitment by Westmoreland County on anything beyond what is directly stated
inthis RFP.

CONTRACT AWARD

Based on the proposal, interview, if any, and any other information which may be obtained by the
County, the County may prepare and offer a contract for a one year term, with the County having the

right to terminate for convenience upon thirty (30) days advance written notice. After the initial one-
year contract term, the County may extend the contract for additional terms of up to one year at the
sole discretion of the County.

The successful Proposer shall commence work only after the transmittal of a fully executed contract
and all required insurance certificates, and after receiving written notification to proceed from the
County. The successful! Proposer will perform all services indicated in the proposal in compliance
with the proposed contract.

A copy of the draft Agreement for Opioid funded projects is attached hereto as Attachment 2. By
submitting a Proposal, the Proposer had reviewed and made itself aware of the contractual obligations.
During the contract term, successful proposers will be subject to ongoing monitoring and evaluation.

It is understood and agreed that the Agreement between the County and the successful Proposer
shall include all of the terms and conditions set forth in the following documents and are
incorporated herein by reference thereto as if set forth at length: this Agreement, terms and
conditions contained in this RFP and the Proposer's Proposal. The order of preference shall be
this Agreement, the terms and conditions contained in the RFP document and the proposal of
Proposer.

DIRECTIONS

1. Be sure your agency meets all the minimum qualifications prior to completing your
response. The Proposer certifies that it has carefully considered the work proposed and
the terms of the RFP to determine for itself the difficulties and requirements incidental to
the prosecution of the work, and that the submission of a proposal is considered conclusive
evidence of such examination.

Respond to the questions in the sequence that they appear in the RFP.

All questions must be answered in full.

There is no page limit to responses,

All responses must be typed using 12-point font.

Additional supporting or requested documentation should be attached as Appendices.

REQUIRED ATTACHMENTS

IF THESE REQUIRED ATTACHMENTS ARE NOT PROVIDED, THE SUBMISSION WILL
NOT BE CONSIDERED COMPLETE AND WILL BE EXCLUDED FROM THE REVIEW
PROCESS.

1. Include a Transmittal Letter:
This is to be a brief letter on the Proposer's letterhead, addressed to the County of
Westmoreland, which provides the following information:
a. Correct legal name and address of the Proposer.

b. Name, title, telephone, e-mail address and fax number of the contact person for the
Proposer.

c. A statement that the proposal is in response to this RFP and that the Proposer agrees
to accept all the requirements of the RFP. Any exceptions to RFP requirements should be
clearly identified.

d. The signature, along with the typed name and title of the individual who must be
authorized to commit the Proposer to the proposal. The signature must be an original
manual signature, not a facsimile.

e. Failure to submit and sign the Transmittal Letter may be cause for rejection of the
proposal.

Include a proposed implementation/start-up plan outlining action steps and projected
timelines for each step necessary to ensure this program can begin to serve individuals
within Westmoreland County.

Provide a list of lawsuits filed against your organization that allege negligence,
malpractice, denial of civil rights and/or breach of contract to provide services, including
any settlements made (with or without filing a lawsuit) within the last five (5) years.
Include the court name, case caption, and docket number.

Provide a summary stating whether your organization's licenses or certificates, as
applicable, have ever been limited, restricted, suspended or revoked. Ifso, please provide
the details.

Provide a summary stating whether your organization has at any time been under
investigation by any state or federal licensing or regulatory agency. If yes, please explain.

Provide a list any contracts that were terminated or not renewed upon expiration within
the last five years, giving the client's name and address, contact person, e-mail address
and phone number; and the reason for termination or non-renewal.

Please provide a minimum of three references of entities with whom the Prosper has or
had a contract providing services similar to those detailed herein. Please include the name,
address, email, contact name with phone number and the number of years under contract.
If possible, please include references with any municipalities or non-profits similar in size
to Westmoreland County.

Please provide a complete W-9 with your proposal.

The successful Proposer must provide certificates of insurance made out to the County of
Westmoreland, indicating that the below listed insurance requirements are in force:

a, General Liability: Limits of $1,000,000.00 per occurrence/$2,000,000.00 aggregate

at a minimum.

b. Worker's Compensation: Statutory benefits; employer's liability. $500,000.00 one
accident and aggregate disease. The Proposer's carrier will waive all rights of

subrogation against the County.

c. Automobile Liability: $1,000,000 per occurrence combined single limit for bodily
injury (including death) and property damage liability, covering owner, non-owned,

and hired vehicles.

d, Professional Liability: Limits of $1,000,000.00 each occurrence and $3,000,000.00
in the aggregate.

Additionally, any professional who will render professional services will provide the
County with evidence of professional liability insurance with policy limits of
$1,000,000.00 per occurrence and $3,000,000.00 in the aggregate.

e. Excess coverage insurance in the minimum amount of $2,000,000.00 shall be required

covering general liability, automobile liability and employer's liability policies.

f. The Successful Proposer must submit proof of insurance for each subcontractor,
naming the County as additional insured in the amounts specified in paragraphs a-

e.

Westmoreland County, their officers and employees must be named as additional insured parties on
all liability policies, except professional liability.
