OSHP - Toledo Balances for - ACF Crime Lab

The Ohio Department of Public Safety (ODPS) on behalf of The Ohio State Highway Patrol (OSHP) to purchase Laboratory Balances for OSHP ACF Crime Lab.   Brand Specific (Mettler-Toledo) for this buy.

The following services MUST be performed by the manufacturer:

1. Install Equipment EA
2. lPac Qualification Delivery EA
3. Calibrate ISO17025
4. Calibrate Manufacture Annex

The purpose of this solicitation is to establish a contract for the purchase of Mettler-Toledo precision balances, for the Ohio State Highway Patrol (OSHP) Crime Lab.  The weighing of drug chemistry evidence is a vital part of the testing of submitted drugs and timely and accurate weighing are needed to maintain the high quality and timely work being performed by the drug chemistry section of the OSHP – Crime Lab

CONTRACT OPPORTUNITY
See attached draft contract document for specifications, requirements, special instructions, terms and conditions.  Winning bidder shall execute contract (items in red will be changed during award).

EVALUATION : Bids will be evaluated in accordance with ORC 125.07. In addition, the state will multiply the bid prices (see Special Instructions to Bidders for more information on Trade Allowances) by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items.   If a Trade Allowance is offered, it will be evaluated on a Net Bid Price basis. Net Bid Price will be determined by subtracting Trade Allowance from Equipment Cost.  i.e.  If Equipment Cost $100 and Trade Allowance is $30, the Net Bid Price submitted should be $70.

CONTRACT AWARD: The contract will be awarded to the lowest responsive and responsible bidder by
low lot total. The low lot total will be determined by multiplying the unit prices (or Net Bid Prices) by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive

BRAND SPECIFIC: The products in this Invitation to Bid (ITB) are being bid as BRAND SPECIFIC. That signifies that no alternates will be accepted for award. Bid is in accordance with the Ohio Administrative Code 123:5-1-10 (D) (6).

MANUFACTURER, MANUFACTURER’S REPRESENTATIVE, OR AUTHORIZED DISTRIBUTOR:
Bidders offering bids for in response to this solicitation must be manufacturers, representatives of the manufacturer, or authorized distributors. Bidders should include a letter from each manufacturer represented on manufacturer’s letterhead signed by an authorized representative of the manufacturer attesting that the Bidder is authorized to represent the manufacturer in this solicitation as part of each bid. If not included with the bid, Bidder must provide authorization as specified above within five days after requested by ODPS. Failure to provide such authorization may result in the Bidder being determined not responsive and disqualified from consideration for award.
