Summary
The purpose of this solicitation is to establish a contract for the purchase of brand-specific Night Vision Goggles (NVGs), accessories, and training for the Ohio Department of Public Safety (ODPS) and Ohio State Highway Patrol (OSHP) Special Response Team (SRT). These items will replace outdated PVS-7 and PVS-22 systems, improve night operations capability, and enhance officer safety during tactical deployments and search-and-rescue missions.

CONTRACT  OPPORTUNITY: See attached (ad hoc) solicitation document/contract draft for specifications, requirements, terms and conditions.  If selected, bidder shall execute contract document (items in red will be changed prior to award). 

INVITATION TO BID INSTRUCTIONS: Instructions, Terms and Conditions for Bidding (revised 01/29/26, attached) apply to this solicitation.

STANDARD TERMS AND CONDITIONS: The State of Ohio Standard Terms and Conditions (revised 03/31/25, attached) apply to this solicitation and will govern any resulting Contract.

BRAND NAME SPECIFICATIONS:
The product(s) specified in this bid are being bid as BRAND (and model) SPECIFIC. That signifies no alternates will be accepted for award. Bid is in accordance with the Ohio Administrative Code 123:5-1-10 (D) (6).

EVALUATION: Bids will be evaluated in accordance with ORC 125.07. In addition, the state will multiply the bid prices by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items.

CONTRACT AWARD: The contract will be awarded to the lowest responsive and responsible bidder by low lot total. The low lot total will be determined by multiplying the unit prices by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.
