Original Equipment Manufacturer (OEM) Propulsion Systems Interface and Steering Control Hardware Components

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Philadelphia, PA, intends to issue a Modification to the base award Firm-Fixed-Price (FFP) IDIQ contract for Original Equipment Manufacturer (OEM) military grade ruggedized Propulsion Systems Interface and Steering Control hardware components manufactured by Staco Systems Inc. The proposed Modification adds Bridge Manual Pump Controller (BMPC) P/N [55410-4476-001] and P/N [55410-4476-004] for CVN 68/78 Class, FFG 62, and LHD Class.

This is not a request for competitive proposals and does not constitute a solicitation. This notice is posted for informational purposes only. The Government intends to award this modification to the sole source OEM under authority of 10 U.S.C. 3204(a)(1). “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,” as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1.

Interested parties, however, may identify their interest by submitting a capability statement and any Government past performance/deliveries.

The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete these additional items based upon responses to this notice is solely within the discretion of the Government.

Responding statements are not to exceed twenty (20) pages in length. Responses shall be in electronic format (Microsoft Word or PDF preferred). A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for North American Industry Classification System (NAICS) code 334111, and points of contact (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count.

NSWCPD will only accept unclassified, electronic submissions. Responses shall be submitted to Judy Secoda at judith.a.secoda.civ@us.navy.mil. All responses must be submitted by no later than 4:30 PM on 21 August 2025.
