PUBLIC NOTICE is hereby given that the following Ordinance was submitted in writing, introduced, read by title and passed on first reading at a meeting of the Township Committee of the Township of Millburn, in the County of Essex on Tuesday, April 7, 2026. The ordinance will be considered for final passage and adoption at the public hearing held at a special meeting beginning at 7:00 p.m. on Tuesday, April 21, 2026 at the Millburn Education Center, 434 Millburn Avenue, Millburn, New Jersey when and where or at such time and place to which said meeting may be adjourned, all persons interested will be given an opportunity to be heard concerning said ordinance. ORDINANCE NO. 2745-26
ORDINANCE AMENDING CHAPTER VII “TRAFFIC”
OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF MILLBURN
STATEMENT OF PURPOSE: The proposed amendment to the Chapter VII “Traffic” code of Millburn’s general ordinances is intended to provide a higher range for fines and penalties related to Chapter VII infractions that will be established by resolution each year. One of the main goals for the increase in the range for penalties is to combat not parking within a parking space on Millburn’s streets. This ordinance also establishes a prohibition of loading and delivery during certain peak traffic times to reduce congestion and vehicular conflict. Deliveries and loading will be prohibited between the hours of 10am to 3pm.
BE IT ORDAINED by the Township Committee of the Township of Millburn in the County of Essex and State of New Jersey, as follows:
Section 1. Chapter 7 “Traffic” is hereby amended and supplemented by deleting existing text as per the
strike throughs
and adding new text as underlined as indicated in sections of the chapter specified below. If only a portion of the section is provided then only that part of the section is being amended.
7-4. PENALTIES.
Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation of a provision of this Chapter or any supplement thereto shall be liable to a penalty of not more than
fifty dollars ($50.00)
five hundred dollars ($500.00) or imprisonment for a term not exceeding fifteen (15) days or both. Penalties for every person convicted of a violation of a provision of this chapter or any supplement thereto shall be established by resolution each year. If no resolution is passed by the governing body, then the most recent resolution establishing penalties shall control.
7-11.1 Time Limit Parking
No person shall park a vehicle for longer than the time limit between the hours listed on any day (except Sundays and legal holidays) upon any of the streets or parts of streets described.

Such prohibition shall not apply to the United States Postal Service, UPS, FedEx, DHL and commercially recognized food delivery services, including but not limited to, GrubHub, Uber Eats, and DoorDash.
7-30. On Street Parking Area; Manner of Parking
The area available for the parking of vehicles on every public street in the Township and is subdivided by pavement markings, or otherwise, into single-vehicle spaces, called a parking space, each vehicle shall be parked, entirely within such designated parking space, any vehicle not within a designated parking space and/ or any person standing, stopping, or parking a vehicle on a street at any time in such a manner or under such conditions as to delay, or obstruct vehicular traffic in a travel lane shall be in violation of Millburn Township Ordinance 7-30.
Section 2. Except for as provided above, the remainder of Chapter VII, “Traffic” shall remain in full force and effect.
Section 3. The provisions of this ordinance are severable and the invalidity of any phrase, clause or part of this ordinance shall not affect the validity or effectiveness of the remainder of this ordinance.
Section 4. This ordinance shall take effect after final passage and publication as required by law.
