PUBLIC NOTICE is hereby given that the following Ordinances were submitted in writing, introduced, read by titles and passed on first readings at a meeting of the Township Committee of the Township of Millburn, in the County of Essex on Wednesday, November 12, 2025. The ordinances will be considered for final passage and adoption at the public hearing held at a meeting beginning at 7:00 p.m. on Tuesday, December 16, 2025 at the Millburn Education Center, 434 Millburn Avenue, Millburn, New Jersey when and where or at such time and place to which said meeting may be adjourned, all persons interested will be given an opportunity to be heard concerning said ordinances. The Millburn Education Center will open for this meeting beginning at 6:45PM and details on the meeting and agenda may be located at town hall, on our website

AN ORDINANCE TO AMEND AND SUPPLEMENT THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF MILLBURN, CHAPTER IV “GENERAL LICENSING”, ARTICLE 4-39 “VEHICLE TOWING AND STORAGE SERVICES”
STATEMENT OF PURPOSE: the purpose of this Ordinance amendment is to revise towing rates so they are in line with surrounding municipalities and fees set forth by the New Jersey State Police. In addition, this revision will add a safe outside storage fee for electric vehicle.

AN ORDINANCE TO AMEND AND SUPPLEMENT THE DEVELOPMENT REGULATIONS AND ZONING ORDINANCE OF THE TOWNSHIP OF MILLBURN, ARTICLE 5 “DESIGN AND PERFORMANCE STANDARDS”, SECTION DRZ-525.3 “STORMWATER CONTROL”
STATEMENT OF PURPOSE: the purpose of this Ordinance is to repeal section DRZ-525.3 entitled “Stormwater Control” and replace this section with the current NJDEP statute governing stormwater control. Additionally, this replacement will set a factor of safety of two related to stormwater runoff quantity and recharge standards. This change will double requirements for stormwater runoff quantity and recharge standards for non-residential major developments and redevelopment projects; and aspects of residential major developments and redevelopment projects that are not pre-empted by the Residential Site Improvement Standards at N.J.A.C 5:21 et seq.

ORDINANCE REVISING AND SUPPLEMENTING THE SALARIES AND SALARY RANGES OF OFFICES AND POSITIONS IN THE CLASSIFIED AND UNCLASSIFIED CIVIL SERVICE POSITIONS OF THE TOWNSHIP OF MILLBURN, COUNTY OF ESSEX FOR THE YEAR 2025-2029
STATEMENT OF PURPOSE: The purpose of this ordinance is to amend the salaries and salary ranges of offices and positions in the classified and unclassified civil service positions of the Township of Millburn for the years 2025-2029. Some ranges are established by collective bargaining agreements with unionized employees of the Township. Additionally, some agreements do not extend to 2029 and will have no salary range shown for that year.
