Hancock County has adopted the electronic bidding process in an effort to make the bidding process more
efficient and cost effective for both the contractor and the County.
All Bidders must be pre-qualified in conformance with Ohio Department of Transportation requirements.
Each bidder is required to furnish with its proposal a Bid Guaranty and Contract Bond in accordance with
Section 153.571 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety
Company or Corporation licensed in the State of Ohio to provide said surety. Each proposal must contain
the full name of the party or parties submitting the proposal.
Bidders must comply with the prevailing wage rates on public improvements in Hancock County, Ohio as
determined by the Ohio Department of Commerce.
All formal bids shall be submitted using the electronic bidding process on Bid Express. All potential
bidders must first register on www.bidexpress.com and create an Info Tech Digital ID for free. It can take
up to seven (7) business days to process your Digital ID.
The Hancock County Commissioners reserve the right to waive irregularities and to reject any or all bids
submitted on any basis and without disclosure of a reason. The failure to make such a disclosure shall not
result in the accrual of any right, claim, or cause of action by any successful bidder against Hancock County
or the Board of Hancock County Commissioners.
