This project is a rebid of RFP#25-499-20. RFP#25-499-20 was canceled due to faulty instructions on the part of the Department.
The Wisconsin DNR seeks proposals from qualified research firms to assess the costs, benefits, and strategic trade-offs of forest certification systems, specifically Forest Stewardship Council® (FSC®), Sustainable Forestry Initiative® (SFI®), and American Tree Farm System® (ATFS) for various public land ownerships in Wisconsin. The findings will inform decision-making on optimal certification strategies for Wisconsin Department of Natural Resources (WDNR) managed lands, County Forests, Managed Forest Law (MFL) group certificate, and the Board of Commissioners of Public Lands (BCPL). The Department has a limited budget of $60,000 that may not be exceeded. Scope of Work: 1. Certification Strategy Analysis: o Assess the advantages between maintaining single versus multiple certification (FSC, SFI or ATFS) for the different ownership types: WDNR managed lands, County Forests, MFL group certificate, and BCPL. o Identify the certification strategy which yields the greatest economic, environmental, and social benefits for each land ownership category. o Identify how the proposed certification strategy benefits the forest industry in our region (WI, MI & MN). 2. Efficient Certification Management: o Analyze cost savings associated with maintaining a single certification versus multiple certifications. o Identify potential inefficiencies in management of forest certification across multiple ownerships.
