The Housing and Redevelopment Authority in and for the City of Bloomington (HRA) is seeking proposals for a housing development analysis and financial feasibility analysis to inform an update to Bloomington's Opportunity Housing Ordinance, to align with city and regional goals for production and preservation of affordable housing.
