As requested by the Community and Human Services Division (hereinafter, the “Division”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Proposal (hereinafter, “RFP”) with the intent of obtaining proposals from interested and qualified Vendors in accordance with the terms, conditions and specifications stated or attached. The Vendor, at a minimum, must achieve the requirements of the Scope of Work stated herein.
The purpose of the data collaborative software will be to collect county-wide data from providers who treat Collier County residents with Substance Use, Opioid Use, and Mental Health Disorders. The software will be used to help identify gaps in services for the targeted population to provide the best care for those in need.
The anticipated budget for this project is $407,436.00; however, this may not be indicative of future buying patterns.
In June of 2021, the Collier County Board of County Commissioners approved Resolution 2021-136, authorizing the County to join with the State of Florida and other local governmental units as a participant in the Florida memorandum of understanding and formal agreements implementing a unified plan for the use of opioid settlement funds. One of the approved strategies for the use of opioid settlement funds is to establish a dashboard to track, share, and visualize essential opioid related data. This data may include patient-level service and outcomes, health-related indicators, and settlement spending plans and reports. Specific data sets may be identified through collaborative statewide, regional, local, or community processes with the County and specific partners.
Chapter 163.62 F.S. authorizes governmental and certain private agencies to share information. The mission of an Opioid Abatement Data Collaborative would be to enhance the delivery of Opioid Use Disorder (OUD) and co-occurring Substance Use Disorder/Mental Health (SUD/MH) services to Collier County residents by encouraging transparency, communication, and collaboration among all related community providers, organizations, interested government agencies, and educational institutions.
The primary members of the collaborative would include the Collier County Board of County Commissioners, Collier County Sheriff’s Office, David Lawrence Center, Immokalee Fire Control District, Greater Naples Fire District, North Collier Fire District, Collier County Emergency Medical Services, and county healthcare systems (among others) as needed or required.
