This solicitation seeks creative and innovative solutions to address the systemic challenges of pervasive opioid abuse. The City of Norfolk (the “City”) invites qualified firms and responsible service providers ("Contractors") to submit proposals for evidence-based addiction treatment and remediation efforts across the City of Norfolk. These services may include, but are not limited to, harm reduction, prevention, and treatment. All proposals must comply and be consistent with the approved remediation uses established by the Virginia Opioid Abatement Authority (VOAA). Contractors may only use funds under this RFP for approved abatement purposes. The City anticipates recurring posting of this solicitation throughout the year.
The City of Norfolk is dedicated to addressing opioid abuse in the community through a comprehensive strategy that emphasizes prevention, treatment, and recovery support. The City receives specific funds through settlements of litigation to abate and remediate opioid abuse in Norfolk. The City is party to the “Virginia Opioid Fund And Settlement Allocation Memorandum of Understanding” which controls all uses of funds by Contractors under this RFP. The City Council also adopted the “Gold Standard” proposed by the Virginia Opioid Abatement Authority for the use of settlement funds the City receives from the settlements, and therefore all funds under this RFP may only be used in accordance with the statutory obligations of Virginia Code § 2.2-2370(A) (City Council Resolution No. 1890). The City seeks to achieve its goals by awarding contracts to qualified service providers with innovative and evidence-based programs to treat, prevent, and reduce opioid use disorder and the misuse of opioids in the City.
