This is a sources sought/proof of capability solicitation looking for vendors to perform the services per the SOW for market research purposes. No awards of a contract will be made from this announcement.
If you are a vendor that can complete the work described in the SOW with competitive pricing, please send your contact and organization information with a description of proof of capability to: brian.whalen-crichton@va.gov on or before December 16th, 2025 17:00 CT. Only emailed responses will be considered.
Additionally, please provide answers as appropriate to the following questions in the table below with your response to this sources sought. Failure to respond to the following questions may affect the acquisition strategy.

Statement of Work
Introduction
The VA Black Hills has a requirement to purchase an with the salient characteristics below. This requirement is in support of a brand name or equal requirement.
Brand Name or equal
If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government s needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation.
Clearly identify the item by-
(i) Brand name, if any; and
(ii) Make or model number;
(iii) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(iv) Clearly describe any modifications the offeror plans to make in a product to make it conform to the requirements listed here. Mark any descriptive material to clearly show the modifications.

Delivery and Receiving
Delivery and receipt of the proposed items is anticipated to be directed to the location identified below. Confirmation of delivery location will be provided by the VA POC post-award. Delivery must be coordinated with VA Logistics POC Wesley Walker (Office); 605-720-7452 or Emily Apland (Office) 605-720-7427 prior to any attempts at delivery. Any item that has not been coordinated will be turned away and any additional charges will be the responsibility of the sender/transportation company. Vendor responsible for conducting a site visit to verify logistics and loading dock access/egress.
Contractor shall include the PO# on the shipping label and packing slip to make sure it can be tracked when item is delivered to the Black Hills VA.
