Overview

, (hereinafter referred to as County) is requesting competitive bids from qualified vendors (hereinafter referred to as Bidder) for
Operations and Maintenance Services of Groundwater Control, Monitoring, and Water Supply Systems at North Regional Landfill
. The awarded Contract, (hereinafter referred to as Contract) will be between the County and awarded Bidder, (hereinafter referred to as Contractor) in accordance with the model contract terms, conditions and scope of work. This is a fully electronic solicitation – only electronic bids submitted through the County’s online bidding system will be allowed; no other form of bid submittals will be accepted. Prior to submitting a bid, Bidders are advised to carefully read the instructions below, including the model contract and any solicitation attachments and/or exhibits.

Pre-Bid Meeting (Mandatory):
July 10, 2025, 9:00am
WEATHER PERMITTING: A mandatory pre-proposal meeting/job walk will be held at 9:00 AM on July 10, 2025 at Olinda Alpha Landfill office building, located at 1942 N. Valencia Ave., Brea 92823. Details will be provided upon RSVP. If weather is a factor, those who have RSVP’d accordingly will be notified of a re-schedule.
Attendance is mandatory in order to participate in the proposal process and is limited to two individuals per Contractor/Vendor. Failure to attend this pre-proposal meeting/job-walk will render the proposal non-responsive. Anyone arriving after the vans have departed to tour the service areas will be disqualified and not allowed to submit proposals. All proposers must sign-in to continue in the request for proposals process. This rule will be strictly adhered to without exception or consideration of cause.
Attendees are required to wear personal protective equipment (PPE) while touring in the field. Required PPE is as follows: work boots (at very least closed-toe shoes), hard hat, high visibility vest, sunglasses or glasses will suffice as eye protection.
