REQUEST FOR QUALIFICATIONSPUBLIC WORKS OPERATIONS AND MAINTENANCE FACILITY

The City of Poulsbo Public Works Division is seeking Statement of Qualifications (SOQ) from qualified firms to provide professional architectural and engineering services for the design of the Public Works (PW) Maintenance and Operations Facility. Electronic submittals are due to the City on 7/10/2025 by 2:00pm.

SITE VISITS SCHEDULED FOR Friday 6/27/25 at 10:00am and on Monday 6/30/25 at 1:00pm.  Please meet at the Public Works Building: 22097 Viking Ave NW in Poulsbo, WA  98370

The selected firm will assist the city in value engineering the schematic design, right sizing for projected needs, preparation of permit documents, plans, specifications, and estimate of cost.  The initial contract will be for design services, however, at the City’s discretion, it may be amended or expanded to include bid support services and construction administration or other required services to complete the project.

PARKING AND ENFORCEMENT OPERATIONS POULSBO WATERFRONT

The City of Poulsbo, WA is seeking to enter into an agreement with a qualified service provider for on- and off-street parking management services for a defined area of managed public parking near the City of Poulsbo waterfront. Electronic submittals are due to the City on the revised date of 6/4/2025 at 2:00pm.

The City requires a well-managed and financially stable parking operator with demonstrated skills and technical ability to provide high levels of customer service to fulfill the requirements outlined in this Request for Proposals. The successful proposer will be awarded an agreement to operate and enforce the City’s on- and off-street parking facilities. All agreements are subject to City Council approval. Management duties will include payment collection, payment and permitting technology management, customer service, enforcement, first-level adjudication, communications, permit sales and fulfillment, and community engagement and marketing initiatives related to the program. The selected Contractor will be expected to liaise with Poulsbo City staff and Poulsbo Police Department Officers on enforcement matters, signage needs, and customer service concerns.
