This SOURCES SOUGHT SYNOPSIS is a Government effort ito conduct Market Research IAW FAR Part 10.
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Fleet Directorate intends to procure Operations Analysis (OA) and Operations Research (OR) Support Services, for Commander Submarine Group Two (COMSUBGRU Two) Theater Undersea Warfare Commander (TUSWC). This Performance Work Statement (PWS) provides on-site analysis support at COMSUBGRU Two TUSWC. The contractor analyst will aid the TUSWC staff in implementing OA/OR methods. The contractor will identify opportunities to incorporate OA/OR into the TUSWC planning process to improve and increase operational effectiveness. The contractor will collect and manage data to employ in conducting trend analysis and predictive analytics. The contractor will develop and document OA/OR methods, processes, and procedures for implementation by the TUSWC staff.
A draft copy of the Performance Work Statement has been provided. The anticipated period of performance is 30 September 2025 through and including 29 September 2026.
Responses to this posting shall provide a summary of their companys capabilities and any relevant past performance references. All submissions must be sent to Courtney Ange @ courtney.p.dunlow.civ@us.navy.mil NLT 01:00PM EST on 19 August 2025. This annoucement is SOLELY for information and planning purposes and this is not a request for quote. This announcement does not consititute as a promise to issue a solicitation in the future. All information received in response to this SOURCES SOUGHT SYNOPSIS that is marked PROPRIETARY will be handled accordingly. Proprietary information or trade secrets shall be clearly identified. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The Navy will not be obligated to pursue any particular acquisition alternative as a result of the announcement. Responses to the announcement will not be returned. Not responding to the announcement does not preclude participation in any future solicitation, if one is issued.
No solicitation document exists at this time. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various interested business including but not limited to members of the Small Business Community such as small business, 8(a) participants, HUBZone small business concerns, and service disabled veteran owned small business concerns(SDVOSB).
Offerors possessing the requisite skills, resources, and capabilities necessary to provide the support services are invited to respond to this marketing research survey/sources sought via a submission of an executive summary, no more than three (3) pages in length, which addresses the firms experience in providing the item. The submission should include the following information: (1) company name, address, point of contact with corresponding phone number, e-mail address, business size under NAICS 541330, and (2) relevant past performance references. This relevant past performance information should identify the applicable contract number; the total contract dollar amount; contract period of performance/delivery; a brief description of the services performed/item supplied; and customer point of contact with corresponding telephone number and e-mail address.
