Operation of parking services for the Thousand Oaks Civic Arts Plaza, Bank of America Performing Arts Center’s Fred Kavli Theatre and the Janet and Ray Scherr Forum Theatre for up to five (5) years.



Background

The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 124,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five members elected through district-based elections, with one member serving as Mayor on an annual basis.

The Civic Arts Plaza, consisting of the Bank of America Performing Art Center’s Fred Kavli Theatre, Scherr Forum and City of Thousand Oaks Government Center, is located on a 24-acre site adjacent to the intersection of the Ventura (101) and the Thousand Oaks (23) Freeways. The Plaza is a hub of civic, recreational, entertainment, and cultural activities for the City, surrounding communities, and the tri-county region of Ventura, Los Angeles, and Santa Barbara.

The Fred Kavli Theatre is an 1,800-seat proscenium theatre that houses a symphony orchestra, touring presentations of music, theatre, dance, and popular entertainment.

The Scherr Forum Theatre seats 394 and is used as a City Council Chambers, various public meetings, and community theatre.

The three-acre Mary and Richard Carpenter Plaza Park is used as a site for community events and festivals.

For the purpose of this RFP, respondents can assume that there will be approximately 180 performances and events (performances) annually in the Fred Kavli Theatre with an average attendance of 1,000 per performance and approximately 150 performances annually in the Scherr Forum Theatre with an average attendance of 225.

Parking considerations also include managing bus parking, additional disabled access parking, and working with patrons who come to attend public meetings in which parking fees may not be charged.
