I. Introduction
The County of Rockbridge, Virginia (the “County”), is requesting electronic sealed proposals from
qualified engineering firms to provide professional services via an “on-call” basis, open-ended
contract. Projects may be any that are within the scope of various professional disciplines, but
are anticipated to be primarily site design, water, sewer, building systems planning, studies,
design, contract administration assistance, topographic surveys, boundary surveys, easement
surveys, preparation of plats for small construction projects, small building construction and
renovations, and development of recreational facilities.
II. General
A. Background
The County is located in the Shenandoah Valley on the western edge of the Commonwealth of
Virginia. The County is approximately 607 square miles in size with a 2023 census population of
22,358.
B. Scope of Professional Services (“Work”)
1. Engineering services to be provided include site design, water, sewer, building systems
planning, studies, design, contract administration assistance, topographic surveys, boundary
surveys, easement surveys, preparation of plats for small construction projects, small building
construction and renovations, and development of recreational facilities.
2. The successful Proposer shall perform and carry out in a satisfactory and professional manner,
the following:
a. In consultation with the County staff, develop the necessary plans, sketches, specifications
and/or statements of work required to bid and construct small construction or renovation
projects in accordance with all local and state regulations.
b. Develop an estimate of the probable costs of construction for each project on an as-required
basis.
c. Provide on an as-required basis suggestions on the most cost-effective means to get a project
completed.
d. Provide, construction administration services, and other such services as requested by the
County.

5. Selection of firms for individual projects shall be solely at the discretion of the County. No
promise is made or implied that firms chosen under this RFPS will be selected to perform services
on individual projects during the contract term. The County reserves the right to determine which
projects will be included under the open-end contract.
C. Timeline
1. Issue Date: Tuesday, February 18, 2025
2. Electronic proposals must be received no later than Thursday, March 27, 2025, by 2:00 pm
3. Inquiries shall be submitted in writing to the Procurement Coordinator no later than Monday,
March 10, 2025, by 3:00 pm at amilliner@rockbridgecountyva.gov
III. Proposal Selection Criteria
1. Initial selection for interviews will be based on the following mandatory elements:
a. Firm’s experience and background
30 Points
b. Demonstrated experience working with localities of size and
characteristics of Rockbridge County.
25 Points
c. Firm’s demonstrated ability to meet Work timelines.
20 Points
d. Geographic Proximity to Lexington, VA
15 Points
e. Communication abilities
10 Points
Total: 100 Points
2. Selection Process/Award of Contract:
a. The selection process will be in accordance with Section 2.2-4302. of the Code of Virginia. The
selection committee shall evaluate and score on the criteria above and engage in individual
discussions with two (2) or more proposers that scored the highest and deemed fully qualified,
responsible, and suitable based on initial responses and with emphasis on professional
competence to provide the required services. Repetitive informal interviews may occur and may
also include, at no additional cost to the County, an oral presentation of the proposal to the
evaluation committee and may include submission of additional or clarifying written information.
The proposers are encouraged to elaborate on their qualifications and performance data or staff
expertise pertinent to the scope of services requested, as well as alternative concepts, if any.

b. At the conclusion of any discussions/interviews, the selection committee shall evaluate and
may re-score proposers based on interviews, questions/answers, and reference checks. Once the
evaluation committee has finalized their scores, they shall come together, as a group, and come
to a consensus for each proposer and assign points for each criteria section. The County will
enter into negotiations with the top-ranked Proposers in an effort to reach one or more
contracts.
c. The County reserves the right to award more than one contract.
IV. General Requirements
1. Rockbridge County reserves the right to reject any and all proposals when it is deemed to be
in the best interest of the County, and to waive informalities in the proposal process.
2. Proposals shall be signed, and all information requested must be submitted. Failure to submit
all requested information may result in the rejection of the proposal.
3. Proposals should be prepared simply and economically, providing a straightforward, concise
description of the Proposer’s capabilities and services offered, for satisfying the requirements of
the RFPS. Emphasis should be on completeness and clarity of content.
4. No portions of the Work shall be assigned to a subcontractor without the prior written consent
of the County.
V. Payment Terms
Rockbridge County processes invoices on a bi-monthly basis. All properly documented invoices,
at a minimum, must contain the following information: legal name of the provider and all contact
information; the applicable services provided; and specific service dates.
VI. General Terms and Conditions
A. Response to Proposals
1. All electronic proposal submissions with the required documents must be submitted through
the Commonwealth of Virginia’s online e-procurement system, eVA. Proposers must submit one
(1) complete copy of the proposal and all required documents and/or attachments no later than
2 p.m. on Thursday, March 27, 2025.
2. Proposers are solely responsible for reviewing, complying, and returning a complete and
responsive proposal. Failure to submit any of the required information may result in the proposal
being rejected or receiving a lower evaluation score. Changes to this RFPS’s forms or formats are
prohibited except where clearly instructed and permitted.

3. Without exception, proposals submitted outside of the eVA system, such as via e-mail, mail,
fax or hand delivery WILL NOT be accepted.
4. Prior to the due date, Proposers should check the status of the solicitation on eVA at
www.eva.virginia.gov by clicking on Business Opportunities and then click on Virginia Business
Opportunities (VBO) for any updates, changes, amendments, cancellation, etc.

d. Click on “Viewing and Responding to Solicitations Video”

Monday, March 10, 2025.
D. Proposer Understanding of Requirements
It is the responsibility of each firm submitting a proposal to inquire about and to clarify any
requirement of the RFPS which is not understood. Proposers must submit inquiries concerning
submittal procedures or specifications concerning this RFPS in writing, by mail, email, or in
person. If the County determines it necessary, the County will issue written responses in the form
of an addendum to this RFPS and post these responses on the County’s website, at,
http://www.rockbridgecountyva.gov/bids.aspx, and on eVA in the same location as the RFPS. It
is the responsibility of proposers to check the website for any updates or addenda related to this
RFPS and shall acknowledge receipt of the Addendum. Only written responses to inquiries
concerning procedures or specifications will be considered valid by the County. Non-written
