Online e-Learning Memberships for Drug Recognition Evaluators Statewide

The Minnesota Department of Public Safety (DPS) intends to enter into an agreement with Seven Arrows Enterprises LLC, DBA DrugImpairment.com for up to 12 months to provide memberships (licenses) for on-demand advanced scientific education specifically designed for Drug Recognition Evaluators (DREs).

DPS determined that DrugImpairment.com is the only commercially reasonably available commodity product. DPS’ Drug Evaluation and Classification (DEC) includes professional DREs, and DrugImpairment.com offers DREs on-demand online training in forensic and clinical toxicology, pharmacology, law enforcement, drug recognition and vision science, among others. There are no other entities offering all of these advanced scientific services. This is deemed a single source purchase because DrugImpairment.com’s memberships are solely distributed and supported by DrugImpairment.com and are not available from other third parties.
