U.S. CENTRAL COMMAND

STATEMENT OF WORK (SOW)

FOR ONLINE CONGRESSIONAL POLICY AND LEGISLATIVE INTELLIGENCE SERVICE



Date: 04/16/2026



1. Purpose



U.S. Central Command (USCENTCOM) Office of Legislative Affairs (LA) requires a secure, web-based subscription service that provides comprehensive, nonpartisan reporting, analysis, and alerts on U.S. Congressional activity, federal policy developments, and budget and appropriations matters relevant to USCENTCOM equities.



The service shall enable LA personnel to monitor legislative and policy developments, support senior leader engagements, and prepare for Congressional hearings, testimony, and engagements with Members of Congress and staff.



2. Scope



The contractor shall provide an online platform that delivers timely, accurate, and nonpartisan coverage of:




  • Congressional activity (hearings, markups, floor action)

  • Defense policy and national security issues

  • Federal budget and appropriations processes

  • Executive branch policy developments

  • U.S. policy affecting the CENTCOM Area of Responsibility (AOR)



3. General Requirements



3.1 User Access and Support




  • Provide access for up to 6 licensed users

  • Provide initial onboarding and training (virtual or telephonic)

  • Provide ongoing customer support upon request



3.2 Search and Content Discovery



The platform shall provide:




  • A global search capability across all available content

  • Ability to search using:

    • Keywords

    • Topics

    • Policy areas

    • Congressional activity



  • Ability to quickly locate relevant reporting, analysis, and source-linked materials



3.3 Alerts and Notifications



The platform shall provide customizable alerting capabilities, including:




  • User-defined alerts based on:

    • Keywords

    • Policy topics

    • Legislative activity

    • Committees and issue areas



  • Delivery options including real-time and daily summaries

  • Email-based delivery of alerts and newsletters



3.4 Reporting and Analysis



The platform shall provide:




  • Continuous, nonpartisan reporting and analysis of:

    • Congressional hearings

    • Committee markups

    • Floor activity

    • Legislative developments



  • Policy-focused analysis explaining implications for defense and national security

  • Coverage of key stakeholders, including Members of Congress and executive branch officials



3.5 Budget and Appropriations Coverage



The platform shall provide:




  • Daily or near-daily newsletters covering:

    • Federal budget developments

    • Appropriations activity



  • Analysis of defense spending and related legislation

  • Links to relevant source documents when available



3.6 Content Access and Archiving



The platform shall provide:




  • Access to current and recent reporting and analysis

  • Searchable archive of previously published content

  • Ability to access related materials through embedded links (e.g., legislation, reports, official documents)



3.7 Content Management and Sharing



The platform shall provide:




  • Ability for users to:

    • Save or bookmark content for later reference

    • Share articles and reports via email





3.8 Policy and Stakeholder Awareness



The platform shall provide:




  • Insight into policy positions, legislative priorities, and public statements of Members of Congress and executive branch officials

  • Aggregated reporting incorporating:

    • Public statements

    • Press releases

    • Relevant media and policy developments





3.9 Coverage of CENTCOM-Relevant Issues



The platform shall provide reporting and analysis related to:




  • U.S. policy affecting the CENTCOM Area of Responsibility

  • Defense posture, operations, and authorities relevant to USCENTCOM

  • Congressional actions impacting regional security, partner nations, and military operations



4. Security Requirements




  • The platform shall be password-protected

  • Access shall be restricted to authorized users only



5. Performance Requirements




  • Content shall be updated on a continuous basis as developments occur

  • Alerts and newsletters shall be delivered in a timely manner consistent with industry standards



6. Deliverables



The contractor shall provide:




  • Platform access for authorized users

  • Ongoing reporting, analysis, and alerts

  • Customer support and training services
