One-year membership, Education Finance Council

The Minnesota Office of Higher Education (OHE) intends to renew an agreement with the Education Finance Council (EFC) for a 12-month membership.

EFC membership confers the following benefits:

• Updates on federal and state student loan regulations, both proposed and enacted.
• Prepares responses on behalf of its member organizations to proposed rules and regulations.
• Fosters communication between states concerning student loan programs, via email, regular meetings and special conferences.
• Is the only national trade association representing nonprofit and state-based higher education finance organizations.

OHE has determined that EFC membership is the only commercially reasonably available commodity product. This is deemed a single source purchase because EFC membership is solely distributed and supported by the Education Finance Council and is not available from other third parties.
