One-Time Generator Maintenance and Load-Bank Testing

The City of Kingsland is requesting quotations for a one-time maintenance service and load-
bank test for its generator fleet. This RFQ covers 9 fixed, stationary generators and 12
portable generators for a total of 21 generators. The selected vendor shall provide all labor,
supervision, tools, equipment, materials, and incidentals necessary to complete the work.
Scope of Work:
The quotation shall include a one-time service visit for each generator and shall include the
following items, as applicable:
1. Service Checks
A. Before Start-Up Checks (Visual):
Check anti-freeze and coolant level.
Check radiator for leaks, damage, or blockage.
Check fan assembly for cracks, bent blades, and grease bearings.
Check V-belts for proper tension and condition.
Check water hoses for condition and leaks.
Check fuel system day tank operation, lines, and leaks.
Check fuel injection system for leaks and condition.
Check fuel priming pump for operation, leaks, and condition.
Check air cleaner assembly for leaks, cracks, and gaskets.
Check inlet manifold and piping for leaks and condition.
Check exhaust manifold and piping for leaks and condition.
Check electrical DC wiring for engine condition and connections.
Service batteries and cables for water level, condition, and connections.
Check battery charger for condition and AC/DC operation.
Check balancer for leaks and condition.
B. Operation Check:
Check battery voltage drop while cranking.

Check engine smoke.
Check safety shutdowns and pre-alarms.
Check fuel transfer pump for PSI, condition, and leaks.
Check oil pump PSI.
Check lubrication system for leaks.
Check entire cooling system for leaks.
Check temperature regulators for operation.
Check gauges and indicators for operation and condition.
Check governor for operation, stability, response, and frequency.
Check turbo charger operation.
Check after cooler for leaks.
Check control panel for condition and operation.
Check electrical power generator for operation and voltage.
Check engine room ventilation.
Check service hour meter for condition and operation.
Transfer power to genset, if permissible by the City.
Perform minor adjustments as necessary.
C. At Operating Temperature:
Re-check lubrication system for leaks.
Re-check cooling system for leaks.
Re-check air induction system for leaks and condition.
Re-check exhaust system for leaks.
Re-check fuel system for leaks.
Re-check governor for stability and response.
Re-check voltage and frequency.
Perform minor adjustments as necessary.
D. Additional Service Checks:
Check generator alignment.

Grease generator bearings, as required.
Change oil filters.
Change engine lubricating oil.
Change fuel filters.
Take oil sample and send evaluation report.
E. Load-Bank Test:
One-time load-bank test for each applicable generator.
Provide written test results and service documentation for each unit.
Identify any deficiencies, recommended repairs, or safety concerns discovered
during the inspection or test.
F. Equipment Included
This RFQ includes service for the following equipment:
9 fixed, stationary generators.
11 portable generators.
The City will provide the generator list, site locations, and unit identification information as
needed.
Quotation Requirements
Each quotation should include:
Unit price per stationary generator versus portable generator.
Separate pricing for any additional repairs or parts not included in the base quote.
Estimated schedule for completion.
Warranty information on labor and parts, if applicable.
Proof of insurance.
Relevant licenses, certifications, and experience with generator maintenance and load-
bank testing.
Award Basis
The City may award the work to the vendor whose quotation is determined to be most
advantageous to the City, considering price, qualifications, responsiveness, and availability, in
whole, or in part.
General Terms

This is a one-time maintenance request and is not an annual service agreement.
Any additional repairs discovered during the inspection must be approved by the City
before work is performed.
The vendor shall coordinate all work with City staff and perform services during normal
business hours unless otherwise approved.
