Workforce Boulder County (WFBC) is seeking responses for a One-Stop Operator. The role of the one-stop operator is to coordinate the service delivery of required one-stop partners and service providers through memorandums of understanding.

In 2014, the Workforce Innovation and Opportunity Act (WIOA) was signed into law. This Act is designed to help job seekers access employment, education, trainings, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. WIOA supersedes the Workforce Investment Act of 1998 and amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973.

The purpose of the workforce system is to provide workforce development activities to customers that will increase employment retention and earnings of participants and increase work-based learning opportunities and occupational skill attainment by participants. WIOA defines the required activities authorized for One-Stop Operators. Bidders are encouraged to read the WIOA (Workforce Innovation and Opportunity Act of 2014) to understand the scope of authorized activities.

Services within Workforce Boulder County have been supported through the Local Workforce Development Board (LWDB) for the area. The Boulder County Workforce Development Board (BCWDB) is appointed by the Boulder County Board of Commissioners and oversees the local area workforce development system.

Proposals must be submitted electronically on or before the Close Date at
https://bouldercounty.bonfirehub.com/. Submissions will not be accepted by email, fax or hand-
delivery; unless otherwise noted.
Documents should not be embedded within uploaded files, as the embedded files will not be
accessible or evaluated.

All questions must be received on or before the Deadline for Submission of Clarifications, as
specified in the Schedule of Events. Boulder County will not accept any respondent’s
communications by any other means, except as specifically stated in this proposal.
Addendum:
At any time prior to the Close Date, Boulder County may alter, clarify, amend, delete or add to, in
whole or in part, any terms or provisions of this proposal.
In order to afford the Bidders a reasonable time for taking into account a material amendment
(the materiality of which Boulder County in its own discretion may determine) or for any other
reason, Boulder County may, at its own discretion, extend the Close Date.
