One original marked “ORIGINAL” and bearing original signatures and one identical copy must be submitted, on or before,
the submittal deadline date. If discrepancies are found between the original and the copy, the original will provide the
basis for resolving such discrepancies. If no document can be identified as the original, Proposer’s proposal may be
rejected at the discretion of the City. No oral, telegraphic, electronic, facsimile, or telephonic proposals or modifications
will be considered.
Bids received after the scheduled submittal deadline will be not be accepted. Bids postmarked prior to submittal deadline,
but received after the deadline, will not be accepted.
Bids will not be opened publicly, and the City will endeavor to keep such confidential until a preferred service provider is
recommended.
Any communication with City staff, except for the Purchasing and Contracts Division, regarding this RFP/Q is prohibited.
Disregard of this provision could result in rejection of the proposal.

INSTRUCTION TO BIDDERS
1. SCOPE:
Bids are hereby requested for One (1) New, Unused 2020 or Newer, 3/4-ton, Heavy Duty, Extra
Cab Truck, as per specification number 20-0030.
2. AWARD CRITERIA:
a. Literature:
Full technical information on the equipment bid shall be provided with your bid. Letters containing
blanket statements or non-technical advertising brochures are not acceptable.
b. Award:
This bid will be awarded in accordance with the following criteria:
i.
Proven Performance
Emphasis will be placed on the background, experience, and stability of the firm. The
evaluation will focus on the firm's user references and their overall satisfaction with the item
bid.
ii. Support
The extent of operator and service training, availability of parts, warranty, and overall vendor
support will be analyzed.
iii. Specifications
The ability of the item bid to meet the specifications outlined herein will be evaluated in terms
of technical capabilities, flexibility, reliability, maintainability, and operational cost.
iv. Timely Delivery
Vendor's ability to supply the item bid as defined herein, in a timely manner, will be an
important consideration.
v. Documentation
The following pages must be completed in their entirety and returned with your bid for
consideration:

These specifications are not meant to limit the vendor; they are to be guidelines to
minimum qualifications. The bidder shall indicate their compliance with “Yes” or
noncompliance with “No” for each line item specification. Any alterations or deviations
from the specifications, or where submitted literature does not fully support the meaning
of the specifications, must be clearly stated and described in detail by the bidder.
Failure to complete all spaces may invalidate the bid. Bids on items differing in minor
detail from these specifications will be considered, but may be rejected at the discretion
of the City.

SPECIFICATIONS
One(1) New or unused 2020 or newer ¾ ton heavy-duty,
Extra Cab truck that will be used by our Water department.
Shall be equipped with service body, heavy duty towing
package including trailer brake controller, Ford F-250 HD,
Chevy Silverado 2500 HD, or GMC Sierra 2500 HD. Vehicle
and equipment shall comply with all State of California
emissions requirements and the rules and regulations
defined by California Air Resources Board, related to
operations of fleet vehicles and their emissions. All
applicable permits and licenses shall be provided.
ENGINE:
Gasoline, 6.0 liter, 8 cylinders. 350-hp, torque 370 lb.-ft.,
minimum.
Heavy duty increased capacity cooling system with coolant
recovery tank.
Battery 750 CCA
Alternator – 160 amps, minimum.
Heavy-duty air cleaner.
State published fuel economy (mandatory).
TRANSMISSION:
Heavy duty electronically controlled 6-speed automatic with
overdrive and tow haul mode.
Heavy-duty automatic locking rear differential.
BRAKES:
Brakes heavy-duty power assisted four wheel disc, with anti-
lock braking system (ABS).
CHASSIS:
GVWR – 10,000 Lbs. Minimum, single rear wheel. Maximum
trailer weight capacity shall be 14,000 lbs.

SPECIFICATIONS
Front axle GAWR – 4,609 lbs. minimum. Front independent
springs with torsion bar and stabilizer bar and shall be
heaviest available from the manufacturer.
Rear axle GAWR –6,084 lbs., minimum. Rear 2-stage multi-
leaf springs, semi-elliptic and shall be heaviest available from
the manufacturer.
Payload capacity – 4,625 lbs. minimum.
Factory power steering with tilt wheel and cruise control.

Power interior adjustable mirrors shall be manual folding &
manual extendable, and provide adequate rear vision past
service body and while towing. As per city representative

Dual air bags. Please provide any additional standard air
restraining systems.
Dual armrests integral to door panel.
Two (2) 12 volt auxiliary power outlets, minimum.
Power windows and door locks.
Floor covering shall be black rubberized vinyl.
Vehicle shall be equipped with four (4) programmed key fobs
and four (4) keys, minimum (No Exceptions).
Shall have minimum (4) factory accessory 12 volt switches in
dash. Each shall have their own dedicated protected circuit.

or equivalent. Shall have opening top, no top rack; 32”
vertical cabinets front, 42” horizontal cabinets over wheel
well, & 24” rear vertical cabinet, with a body height of 38”.

Service body shall have rear 6” step bumper. LED lighting in
cabinets. All cabinets shall come equipped with T-bar rivet
free door latches with 3 point latching system. All cabinets
shall be keyed alike with barrel type locks.
Shall have sprayed in bed liner (Line-X or approved
equivalent) on floor, full sides and front.
Top of cabinets shall have aluminum diamond plate covers
that protect and will support weight of operator.
Service body shall be equipped with cab protector that will be
1-2” above cab height with an open type (no expanded
metal) frame.
Tow hitch shall be an SAE class V weight carrying hitch. The
hitch shall be rated for 1,000 lbs. tongue weight and for
10,000 lbs. trailer weight, minimum. The trailer hitch shall be
complete with Combo Pintle Hook & 2 5/16” Ball Hitch. Two
(2) safety chain holders shall be mounted each side of the
hitch.
Shall have factory installed electric trailer brake controller if
available. If not shall be equipped with a Draw-Tite Activator
II, model #5500 shall be wired in circuit and fully functional to
a 7 flat pin RV type plug.
Back-up alarm shall be installed and fully functional. Shall be
a diminishing type that adjusts to ambient noise levels when
in operation.
OPTIONAL EQUIPMENT:
LED rope light mounted along each service body cabinet side
adjacent to doors. Shall have one switch in cab to operate all
lights, switch shall be illuminated with cabinet lights on.
VMAC under hood compressor Model Vr70 fully installed and
operational per VMAC installation requirements. Shall have
¾” & ½” pipe fittings plumbed to right rear of service body
and right front of truck in/under front bumper. Each shall
terminate with a ball valve and recessed to allow installation
of quick disconnect fittings that will not protrude beyond the
body at each location. Shall be installed without any intrusion
to the service body cabinets and/or bed (No-Exceptions). (No
Optional Air Charge Cooler)
