Onbase Enterprise Subscription

Project Description: Hillsborough County intends to recommend the award of a three (3) year noncompetitive procurement to DataBank IMX LLC, at a total cost of $2,090,438.20, for ongoing and as-needed OnBase Enterprise software subscriptions and service to the existing software for use by various County departments for their digital records keeping. OnBase allows the ability to interact with the existing data through workflow processes that enable various departments to review, approve, or make changes to data submitted in the system. This procurement is being made in accordance with the County’s Procurement Policy Section 3-208(10) and is considered a noncompetitive procurement because DataBank IMX LLC is the only authorized vendor in the State of Florida that can provide the software licenses and associated proprietary maintenance and technical support services that the County requires. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and services that are substantially and materially the same as those identified in the attached DataBank OnBase Subscription Agreement, must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
