Project Description: The City of Olathe seeks proposals from qualified entities for veterinary services for the municipal animal shelter, with the option to include operational and community support components. At minimum, proposals must ensure consistent, high-quality on-site veterinary care, compliance with all regulatory requirements, and professional guidance to support animal health and welfare. Proposals that extend beyond veterinary services—such as shelter operational support, community education, innovative care models, or partnerships with academic institutions—are encouraged if they enhance the overall mission of the shelter. The City values creative collaborations and may give preference to entities with demonstrated experience in shelter medicine as well as the ability to leverage partnerships, fundraising, or philanthropic resources to maximize community benefit.
• Partnership models that serve both our current and future facilities could include:
o Contract Service Provision: Engaging directly with entities to provide comprehensive veterinary care and operations for shelter animals.
o Private Practice Integration: Allowing a private veterinary practice to lease space within our facility, operating independently while also caring for shelter animals.
o Community Partnership: Involves collaboration with academic institutions, for-profit, and non-profit organizations, while embracing innovative approaches beyond traditional shelter concepts to maximize community impact.
o Future Facility Partnership: In 2027, we will expand into a significantly larger facility, presenting further opportunities for service integration and long-term contracts. We invite collaborative input regarding the utilization of this expanded space.
These options are designed to foster partnerships that benefit the community and align with our shared commitment to animal welfare. We encourage all interested parties to submit proposals detailing their approach and vision for collaboration. Proposals are not required to cover the entire range of options identified. While partial proposals, focusing for example solely on veterinary services, are welcome, they may be evaluated against comprehensive proposals covering additional services. Proposers must specify which scope sections they are addressing.
