On-Site ELAP Certification Assessment for Drinking Water Quality Laboratory

Zone 7 Water Agency is seeking quotations for On-Site ELAP Certification Assessment for Drinking Water Quality Laboratory , RFQ No. SQ-2025-157 . Quotes must be submitted through the e-Procurement portal at https://procurement.opengov.com/portal/zone7water , no later than 12:00 pm on Tuesday, March 17, 2026 .

Provide assessment services for Zone 7 Water Agency's drinking water testing laboratory under the California Environmental Laboratory Accreditation Program (ELAP) as an ELAP approved Third-Party Assessment Agency. Assessments shall be conducted in accordance with the current California ELAP Regulations, the 2016 TNI Standard requirements, and applicable accreditation criteria for environmental testing laboratories.

Services shall include, but are not limited to:

• Planning and scheduling assessments in coordination with the laboratory and ELAP requirements

• Reviewing the laboratory's quality systems and documentation, including quality manuals, standard operating procedures (SOPs), and supporting records

• Conducting on-site assessments to evaluate compliance with regulatory and accreditation standards

• Identifying, documenting, and communicating deficiencies and nonconformities observed during the assessment

• Supporting the laboratory in closing deficiencies, including review of corrective action responses and evidence of implementation

• Submit final assessment package to laboratory for submission to ELAP
