2026 ON-CALL TRAFFIC SIGNAL MAINTENANCE, REPAIRS, AND RELATED
SERVICES
1 SECTION I – INTRODUCTION
1.1 INTRODUCTION
The City of Rocklin’s Public Works Department (“City”) is soliciting bids from qualified, licensed
contractors to provide on-call traffic signal construction, repairs, maintenance, and related
public works services for the 2026 On-Call Traffic Signal Maintenance, Repairs, and Related
Services Project.
The City intends to award multiple IDIQ contracts for an annual contract that will be awarded
for an initial term of three (3) years, with up to two (2) optional one-year extensions, at the
discretion of the City, not to exceed five (5) total years.
This will be a competitive negotiation process. Qualified and licensed individuals, firms,
contractors, or entities ("Contractor (s)" or " Contractor"), that meet the requirements set
forth in this Request for Bids ("RFB"), and are capable of providing the services requested are
encouraged to participate. One or more Contractors may be selected. City and the selected
Contractor(s) will execute a master agreement covering the period of time described herein.
When specific on-call services tasks, assignments, or projects ("task") arise under the master
agreement, task agreements will be required for the performance thereof.
1.2 BACKGROUND
The purpose of this Request for Bids (RFB) is to establish a pool of pre-qualified, competitively
bid contractors available to perform work on an as-needed basis. Task orders will be issued
under the contract when specific projects arise.
This RFB allows the City to:
• Quickly respond to signal/streetlight failures, knockdowns, and urgent repairs
• Complete routine or planned signal/streetlight improvements
• Procure labor, equipment, and materials efficiently under a competitively bid contract
• Utilize more than one contractor to ensure capacity and coverage
1.3 CITY OVERVIEW
The City of Rocklin is an incorporated city with a population of more than 75,000 residents,
located in Placer County off of Interstate 80, approximately 22 miles northeast of Sacramento,
California. The City of Rocklin is a General Law city operating under the City Council/City
Manager form of government.

submitting your bid. Failure to follow these instructions may result in rejection of your bid.
