On-Call Traffic Electrical Services RFQ
Project Description

The City of Springfield Development & Public Works Department, Operations Division, is establishing a list of pre-approved, certified electricians for new construction, maintenance, and repair activities. The scope includes, but is not limited to, work in the public right of way and on public infrastructure requiring experience working on illumination and specialized traffic equipment.  This project is posted on OregonBuys.

The City will make every reasonable effort to notify all proposers of Addenda, however, it is recommended that teams routinely check the website for updated information. The City is not responsible for any explanation, clarification, interpretation or approval made or given in any manner except by written Addendum issued by the City.

Addenda will not be issued within 72 hours of the RFQ response deadline without extending the RFQ deadline.

Statement of Work
Purpose of Project:
The City desires to pre-qualify firms available to provide traffic electrical services, with the intention to
contract with multiple qualified firms on an on-call, as needed basis for electrical construction, maintenance,
and repair projects as they arise. On-Call Contracts may be awarded to firms that are qualified to perform
individual or multiple services described herein. Large, midsize, or small firms with the capacity to provide
designated services are encouraged to respond. The City encourages proposers who are minority, woman
owned and emerging small businesses to participate in City projects.
Services under the On-Call Contract will be provided on an as-needed basis through discrete Work
Orders (see "Attachment 5 On-Call Work Order Example”). Work orders will be used to assign work and will
define the specific scope, schedule, and budget for each project. The duration of the On-Call Contract will be
for a period of twelve months from contract approval, with the option of extension for up to two years at the
City’s discretion. The contracted hourly rate may be re-negotiated for each extension. The combined total
value of all Work Orders shall not exceed $100,000 annually for the city facilities.

• Street and Area Light Repairs
o Repairing or replacing damaged or faulty traffic signal cabinets or components
o Wire replacement from theft or failure
o Wire theft prevention
o Securing conduits/conductors in place
o Securing J-boxes and pouring concrete
o Installation of new conduits to repair damaged direct bury wire
o Street light fixture repair/replacements
o Street light pole replacements
• Traffic Signal Work
o Repairing or replacing damaged or faulty traffic signal cabinets or components
o Installation of components for the operation of traffic signals
o Input and output files
o Output files
o Communication equipment
o Signal heads
o Detection systems
o Components as deemed necessary by the Engineer and requiring a licensed electrician
o Repairing/replacing damaged or faulty components of the signal system such as signal poles, arms or
physical structures
• General Electrical Work
o Other traffic control or warning devices that require a licensed electrician
o Pedestrian crossing devices
o School zone warning devices
o Repairs or maintenance of City facilities such as building maintenance, service cabinets, radio systems or
interconnect systems

City of Springfield Responsibilities
• City will be responsible for contacting the contractor to determine availability for work order needed and issuing
work orders to the contractor
o No work will be authorized until signed discrete Work Order that includes specific work tasks is
completed
• City may, at its discretion, provide individual equipment items or request contractor obtain the necessary item
with prior approval from the City
• City shall pay Independent Contractor for completed work according to approved invoices from each discrete
Work Order using BOLI wages.
• City shall inspect work for operational and code compliance
CONTRACTOR Responsibilities
• Contractor will ensure that a signed discrete Work Order has been received and that the work to be conducted
can be completed as scheduled prior to accepting the discrete Work Order
• The contractor will be responsible for obtaining all necessary permits and inspections
• Contractor will provide incidental materials and supplies while individual equipment items may be obtained by
the City or the Contractor on a case-by-case basis
• Copies of invoices showing actual cost for materials
• The completed On-Call Work Order needs to accompany the final invoice
• All work, except for emergencies, should take place during normal work hours between 7:00 AM and 5:00 PM
• Contractors shall abide by standard industry safety practices including but not limited to, lock-out-tag-out,
confined space entry, fall protection and hot work
