On-Call Road Surface Treatment

The City of Framingham (City), through the Mayor of Framingham, Massachusetts, the Awarding Authority invites sealed bids for On-Call Road Surface Treatment.  The work performed shall include all necessary labor, material and equipment to place rubberized chip seal, bonded wearing course, and associated work on various roads as directed by the DPW.

MASSACHUSETTS DEPARTMENT OF TRANSPORTATION HIGHWAY DIVISION (MASSDOT) PREQUALIFICATION IS REQUIRED TO BID ON THIS PROJECT. THE (MASSDOT) HAS PROVIDED A LIST TO THE FRAMINGHAM PUBLIC WORKS DEPARTMENT OF APPROVED ELIGIBLE BIDDERS FOR THIS PROJECT. ONLY THOSE CONTRACTORS ON THIS LIST ARE TO OBTAIN OFFICIAL BID DOCUMENTS ON BIDNET DIRECT. ALL OTHERS SHOULD ELECT TO OBTAIN THE INFORMATIONAL COPY. MassDOT prequalification of contractors with the class of work as, PAVEMENT SURFACING, for the project with an estimated value of $4,016,925.00 will be required.

Bid documents can be obtained electronically through the City of Framingham’s Bidnet Direct portal on Wednesday April 1, 2026 after 10:00 A.M. in accordance with the documents prepared by BETA Group.

Bids must be submitted electronically through the City’s Bidnet Direct Portal and are due

on Wednesday, April 15, 2026 at 10:00 AM.

Bids submitted through any other means, such as mail, email or hand delivery, will not be accepted and will be rejected by the City as non-responsive.

The awarded contractor shall comply with Mass. Gen. L. Ch. 149, Sec. 26 – 27D, as this contract is subject to Massachusetts Prevailing Wage Rates.

The City reserves the right to reject any and all submissions, to waive any minor informalities and technicalities, or to cancel the bid if it were in the public interest to do so.
