Summary
The Monterey Peninsula Regional Park District (District) is seeking Statements of Qualifications from licensed Registered Professional Foresters (RPFs) to join its prequalified list for on-call RPF services. The District manages more than 13,000 acres of parks and open space across the Monterey Peninsula, Carmel Valley, and the Santa Lucia Range, including oak woodland, Monterey pine, redwood, and other forested landscapes. The District is actively reducing wildfire risk and improving forest health on these lands, with several fuels reduction projects ready to begin as early as this fall.
Prequalified RPFs will serve as the RPF in charge on District projects, providing prescription development and approval, on-site and remote oversight, supervision of District staff and crews, and documentation. District staff will serve as the RPF’s trained designees, so the District is looking for RPFs who can provide practical, efficient oversight that meets project requirements.
Respondents found qualified will be added to the prequalified list for up to five (5) years. When a project needs RPF support, the District will select the most qualified RPF from the list and request a project proposal. Individual RPFs, small firms, and teams are encouraged to respond.
Background
The Monterey Peninsula Regional Park District (District) is an independent special district created in 1972 for the purposes of preserving parkland and open space in the Monterey Peninsula for public benefit and enjoyment. The District owns and manages over 13,000 acres of land which comprise 21 parks and open space landholdings and is governed by a 5 member publicly elected board, whose wards encompass the Cities of Carmel, Del Rey Oaks, Marina, Monterey, Pacific Grove, Seaside, Carmel, and unincorporated communities on the Monterey Peninsula, Carmel Valley, and Big Sur Coast. Funding is generated from a ½ percent allocation of property taxes collected within the District’s boundary and a voter-approved Community Facilities District which combined provide the District with approximately $8 million annually, which it augments with outside grants and charitable donations. The District is guided by its 5-year strategic plan and annual workplan and is supported by 16 staff members that make up the Administration, Environmental Education & Community Outreach, Field Operations, and Planning & Conservation Divisions.
The District's mission is to acquire and maintain open space in the District for preservation and use, working with partners and the community, for public benefit, enjoyment and environmental protection. This supports the District's vision to have several large well-managed parks distributed regionally across the District, representing a variety of habitats, concurrently protecting our environment and enhancing our community’s health, recreational and environmental education opportunities.
The District’s diverse property holdings range from undisturbed natural areas to former landfills or industrial sites that extend from the Monterey coastline to the remote Santa Lucia Mountains and are home to a range of rare, threatened, and endangered species. Projects may be conducted on existing or potential District land holdings and could entail a variety of environmental planning and management activities.
The District manages a range of fuels reduction, forest health, and vegetation management projects across its parks and open space lands, including work in oak woodland, Monterey pine, and other forested landscapes. Several of these projects are being implemented under the State’s wildfire emergency authorizations, and others are planned or ongoing under other environmental review. Work on forested landscapes must comply with the Professional Foresters Law (Public Resources Code Sec. 750 et seq.), and the District does not have an RPF on staff. Examples of current and anticipated projects are described in the Scope of Work.
