Description: The City of San Antonio (City), Capital Delivery Department (CDD), is issuing a Request
for Qualifications (RFQ) seeking Statement of Qualifications (SOQ) from qualified firms (Respondents)
to provide on-call or as-needed professional environmental consulting services (Contract) for various
City projects in various locations. Typical work to be performed under this Contract will consist of
performance of environmental risk assessments, subsurface investigations, monitoring well and soil
boring installation, monitoring well plugging, Brownfield assessments, Municipal Setting Designation
assessments and reviews, Leaking Petroleum Storage Tank assessments and closure reports, spill
prevention control and countermeasure plans, site remediation, remediation and construction oversight,
third-party documentation reviews, and preparation of regulatory documentation, as may be required
to support City design and construction projects, property acquisitions or any other City projects.
All Respondents responding must be qualified and have licensed, trained, and personnel certified, in
accordance with Federal, State, and local regulations, to provide the various environmental consulting
services proposed. Selected firm(s) (Consultant(s)) must be able to respond in a timely manner to
requests from City staff and may have to investigate conditions, attend meetings, or perform other tasks
in the San Antonio area. A Specialty Consultant will also be selected as part of this solicitation. The
Specialty Consultant will be asked to act as a third-party reviewer of environmental documentation and
Staff Augmentation when needed.

The following restrictions on communications apply to City solicitations. Respondents are
prohibited from contacting 1) City officials, as defined by 2-62 of the City Code of the City of
San Antonio, regarding the proposal/bid from the time the solicitation has been released until
the contract is posted for consideration as an agenda item at a City Council "A" session or a
City Manager Contract Approval Review meeting; 2 ) City employees from the time t he
proposal/bid has been released until the contract is approved at a City Council "A" session or
by City Manager.
Exceptions to the Restrictions on Communications:
Respondents may submit written questions concerning this RFQ to the Staff Contact Person
listed below until 4:00 p.m., Central Time, on March 10, 2026. Questions received after the stated
deadline will not be answered. All questions shall be sent by e-mail. Questions submitted and
the City's responses will be posted with this solicitation.
