Solicitation Description:
The Washington Metropolitan Area Transit Authority (WMATA or Metro) requires the services of professional on-call multi-disciplinary planning consultants (vendors) to support Metro's diverse transit planning needs. Metro is soliciting for vendors to enter into a Basic Ordering Agreement whereby the vendor is pre-qualified to compete for Task Orders on an "as needed" and "as requested" basis for work within specific categories as described in the scope of work. To meet the needs of the work categories below, the vendor can propose as a single vendor or a vendor-team comprised of a prime firm and a team of sub-consultants. Category 1: Modeling and Data Analytics Category 2: Strategic and Regional Planning Category 3: Corridor and Access Planning and Service Analysis Category 4: Business Planning and Program Development Category 5: Capital Asset Lifecycle Planning The Task Orders may be formulated as vendor engagements or program support activities. Vendor engagements are a response by a vendor to conduct a pre-determined scope of work with identified deliverables. Program support activities are a response by a vendor for one or more individual consultants to manage and support a project including up to full-time equivalents (FTEs), that may be needed to perform the work. Due to the nature of the work outlined in a Task Order, program support task orders may be required to perform duties on-site at a Metro facility. Regardless for the Task Order formulation, Metro expects that the qualified vendors and vendor-teams will utilize state-of-the-art engineering, planning, data analytics, public and stakeholder engagement, and/or graphics tools to execute all Task Orders under all categories in this procurement. Vendors should provide examples of these elements as part of their response.
