NOTICE IS HEREBY given that the City of Hayward invites sealed proposals for 25-044 On-Call Material Testing & Special Inspection . Each proposal shall be in accordance with the general provisions for purchase of work and services on file in the office of the Engineering , 777 B Street , Hayward , CA 94541-5114 . All proposals must be submitted to the City's eProcurement Portal by 5:00 pm on Friday, May 30, 2025 and clearly identified with RFP title, number, company name and due date. It is the sole responsibility of the proposing firm to ensure that proposals are received prior to the closing time, as late bids will not be accepted and deemed nonresponsive.
The City is governed by a City Council / City Manager form of government. The City Council is made up of six members plus a mayor that serves as the head of the City Council. The City Council appoints a City Manager to oversee the City’s twelve departments.

The City of Hayward Public Works – Engineering & Transportation manages a variety of City capital improvement projects and is responsible for delivering projects that include new construction, rehabilitation, upgrading, repairing, expanding, demolition, and modifying various City-owned and operated facilities. This department also oversees the construction of privately owned commercial and residential developments. It is the intent of the City to establish on-call public works material testing and special inspection service contracts to provide professional services on various projects. Project definition will take place at or around the time of project assignment.
The City may select more than one firm or may not select any firm, dependent on the response received to this RFP. The City will not be under any obligation to award any contracts or to use any “On-Call” agreement. The City reserves the right to award any number of contracts it deems necessary. No minimum amount of overall work is guaranteed to any firm awarded a contract. This is not an exclusive agreement and the City shall have the right to use other public works material testing and special inspection services based on specific project and staffing needs.
