NOTICE OF SOLICITATION OF BIDS
The CITY OF OAKLAND, acting by and through its BOARD OF PORT COMMISSIONERS (the
“Port”), will receive Bids per the provisions of Document 00200, Instructions to Bidders, Paragraph
19, Bid Submission, until 12:00 noon on Tuesday, June 2, 2026, for the following public work:
ON-CALL MARINE STRUCTURES REHABILITATION
COMMENCING JULY 1, 2026
AND ENDING JUNE 30, 2028, 2030 OR 2032
Refer to Document 00200 for required documents and items to be included in the Bid.
The work of this annual Contract consists, in general, of furnishing all labor, materials, appliances,
tools, equipment, transportation, services and supervision to selectively remove unsound concrete
from the deck soffit as detailed, prepare exposed concrete surfaces and reinforcement for repair,
and placing new concrete using either shotcrete or form-and-pump methods. At Matson Terminal,
a full deck replacement or a deck overlay may be constructed as shown on the plans; the
replacement limits may be relocated, reduced, or superseded by a different repair scheme
described in the plans. The scope also includes installation of anodes on the reinforcing steel.
Additional marine related repairs include, but are not limited to, concrete bull rails, scuppers, utility
support brackets, pile repair, rock slope replacement, deck joint seal, sheet pile repair, and bollard
repair/replacement.
The intention of the Port is to execute contracts for said work with up to three contractors. The
estimated total annual cost for the work to be performed under all awarded contracts is
$2,000,000. The not-to-exceed amount for all awarded contracts over the six-year term of the
contracts will be determined by the Board at time of award.
A California Class A contractor's license is required prior to award of this Contract. Joint ventures
must secure a joint venture license prior to award of this Contract.
No contractor or subcontractor may be listed on a bid proposal or awarded any contract for the
project unless registered with the Department of Industrial Relations (DIR) pursuant to Labor
Code section 1725.5, with limited exceptions from this requirement for bid purposes only under
Labor Code section 1771.1(a). This project is subject to compliance monitoring and
enforcement by the Department of Industrial Relations.
Effective January 1, 2024, amendments to California Air Resources Board (CARB) In-Use Off-
Road Diesel-Fueled Fleets Regulation require the Port to obtain valid Certificates of Reported
Compliance (CRC) from all contractors and listed subcontractors before awarding the Project.
Bidders must submit the required CRCs as provided in Document 00200, Instructions to
Bidders.
The Port will conduct a pre-bid meeting at 11:00 am on Tuesday, May 5, 2026. The meeting will
be conducted via Zoom videoconferencing. The Zoom meeting ID is 401 387 0221 Bidders and
other interested parties who wish to participate in the pre-bid meeting may do so by logging into

listed above. The Port strongly recommends that potential Bidders attend the pre-bid meeting.
The meeting will address insurance requirements, bonds, Maritime and Aviation Project Labor
Agreement, and any other special working conditions for this contract.
Site inspection tours will not be conducted for this project.

The Bidding Documents (Plans and Project Manual) for this project will be available for download
in PDF format at the Port of Oakland website at http://www.portofoakland.com/Bids on or after
April 20, 2026. Any Addenda modifying the Bidding Documents will be posted at the same
location. Pursuant to Chapter 5.12 of the Port’s Administrative Code, the Port of Oakland
Standard Contract Provisions (February 2015 edition) are incorporated by reference into Project
Manuals issued by the Port for public works construction projects. The Standard Contract
Provisions manual has been posted to the same location as the Bidding Documents.
