Description
Project Description: SMART is requesting Proposals from licensed, experienced, and qualified firms for On-Call Environmental Consulting Services. Consultant may be tasked with performing the following services on an as-needed and task-order basis while under contract: 1) Environmental Clearance Support to include preparation, updating and/or amending environmental clearances for projects. This may be a state CEQA clearance or a Federal NEPA clearance. This work may include preparing relatively simple Negative Declarations to new projects with complete environmental clearance. The work may involve evaluating existing documents and advising SMART on project adjustments. The projects may range from bicycle and pedestrian pathways to rail extensions; and 2) Permitting Support Services to include leading the permitting effort for SMART on projects. This may include conducting field studies and surveys, preparing applications, performing cultural resources investigations, evaluating environmental documents, identifying mitigation opportunities, preparing mitigation plans, monitoring mitigation sites, and meeting with regulatory agency representatives to secure construction permits. Environmental construction monitoring to fulfill permit requirements for species, habitat, cultural and other areas as required.
Services under this contract may support projects that are funded by local, state, and certain federal funding sources (Federal Railroad Administration and Federal Transit Administration).
SMART anticipates awarding one contract with a total not-to-exceed amount of $4,000,000 and a maximum period of performance of 5 years, including all amendments.
SMART does not guarantee a minimum or maximum amount of work will be issued under this contract. Additionally, SMART retains the right to issue separate solicitations for project specific environmental consulting services when specific grants require or as deemed appropriate by SMART. In these cases, the awarded Consultant will be allowed to compete for these opportunities if there is no conflict of interest.
