The San Joaquin County Regional Transit District (RTD) is soliciting qualifications from On-Call Engineering and Construction Management (CM) firms. These firms are sought to provide professional and technical services for construction administration and project inspection on an as-needed basis for various projects in San Joaquin County. The scope of professional services may encompass a range of projects, such as transit facilities, resurfacing, minor concrete work, structures, intersection signalization, street lighting, and water/wastewater facilities, among others, for each assigned specific project.
The San Joaquin Regional Transit District (RTD) is undertaking a broad range of capital, rehabilitation, and facility improvement projects to maintain safe, reliable, and efficient transit operations throughout San Joaquin County. As a growing transit agency with aging infrastructure and evolving operational needs, RTD must ensure that its projects are delivered on time, within budget, and in accordance with Federal, State, and local requirements. To support these efforts, RTD is seeking qualified firms to provide On-Call Engineering and Construction Management Services for a variety of upcoming projects.
Many of RTD’s planned projects—such as roadway rehabilitation and resurfacing, bus stop improvements, HVAC replacements, painting and facility upgrades, security enhancements, emergency backup generator installations, and transit center modernization—are diverse in scope and vary significantly in complexity. These projects often require rapid deployment of technical resources, specialized engineering expertise, high-quality construction oversight, and careful adherence to NEPA/CEQA requirements. Because of this variability and the need for timely delivery, an on-call contracting approach is essential.
RTD’s engineering and construction needs frequently involve multi-disciplinary coordination, including field surveying, environmental clearances, hydrology and drainage studies, right-of-way engineering, preparation of plans, specifications and estimates (PS&E), construction staking, public outreach, and design support during construction. In addition, many projects are funded with a mix of Federal, State, and local sources, which requires strict compliance with Caltrans standards, labor compliance regulations, and detailed documentation throughout the project life cycle.
The on-call contracts will allow RTD to engage qualified firms quickly as Task Orders arise, helping the agency address challenges such as aging infrastructure, evolving regulatory requirements, and the need for accurate and timely project delivery. A strong partnership with the selected firms will enable RTD to efficiently complete improvements to transit facilities, bus stops, operational centers, and other critical infrastructure while minimizing impacts to riders, staff, and surrounding communities.
