On-Call Planning Services

1. Introduction

The Town of Fort Jones, California, invites qualified and experienced firms to submit proposals for providing on-call planning services. We anticipate a diverse range of projects, including:

• General plan amendments and updates
• Specific plan development and implementation
• Zoning code revisions and updates
• Design guidelines development and revisions
• Community engagement and outreach initiatives
• Environmental impact assessments and compliance
• Grant writing and funding assistance
• Economic development planning and strategies
• Infrastructure planning and feasibility studies

2. Project Scope

The selected firm will provide a comprehensive range of on-call planning services tailored to the Town's evolving needs. Each project's specific scope will be outlined in a separate work order collaboratively developed with the Town. However, proposals should address the following:

• Demonstrated expertise: A team with diverse planning expertise encompassing land use, zoning, environment, design, and community engagement disciplines.
• Rural community experience: Proven success working with small, rural communities similar to Fort Jones, California.
• Regulatory and funding knowledge: In-depth understanding of relevant state and federal regulations and grant opportunities.
• Collaborative approach: Strong communication, collaboration, and project management skills.
• Competitive fee structure: Flexible engagement models and competitive hourly rates for various staff levels.

3. Submission Requirements

Proposals must be submitted electronically to the contact information below. They should include:

• Cover letter: A concise introduction highlighting your firm's qualifications and alignment with the project objectives.
• Statement of qualifications: A detailed overview of your team's experience and expertise in the aforementioned areas. Include relevant project examples and emphasize experience with rural communities.
• Project management approach: A clear outline of your approach to managing on-call services, including communication, scheduling, invoicing, and progress reporting.
• Staffing plan: Identification of key personnel assigned to the project, along with their relevant experience and qualifications.
• Fee schedule: A comprehensive breakdown of your hourly rates for different staff levels and any additional fees associated with specific services.
• References: Contact information for at least three recent clients who can attest to your work quality and service.

4. Selection Process

The Town will evaluate proposals based on the following criteria:

• Qualifications and experience of the proposed team (40%)
• Understanding of the Town's needs and project scope (20%)
• Approach to project management and communication (20%)
• Fee schedule and cost competitiveness (20%)

Shortlisted firms may be invited for interviews and reference checks may be conducted.

5. Timeline

• RFP issued: February 22, 2024
• Questions due: March 3, 2024
• Proposals due: March 23, 2024
• Selection of final firm: April 4, 2024
