On-Call Consultant Services
I. INTRODUCTION
The City of San Mateo (City) is soliciting written proposals from qualified firms to provide various on-call
consultant services in support of the City’s Capital Improvement Program and Traffic Engineering Analysis
Projects.
Proposals shall be submitted by firms that are capable and with demonstrable background in their
selected category (or categories) of work described in Section II, “Scope of Services,” of this notice.
Projects may include, but are not limited to, the design and construction or rehabilitation of storm
drainage and trash capture systems; street and roadway infrastructure such as sidewalks, curb ramps,
pavement, lighting, pedestrian and bicycle features; green infrastructure elements; accessibility (ADA)
improvements; arborist services; and traffic engineering analysis, reports, and studies. All interested firms
shall have enough, readily available resources in the form of trained personnel, support services,
specialized consultants, and financial resources to carry out the services without delay or shortcomings.
The City intends to award at least one contract for each category in Section II to support planning, design,
and delivery of capital improvement and traffic engineering projects for a period of two to three years on
an as-needed basis. Annual contract budgets typically range from $100,000 to $300,000, with design
development (Cat. 3, 6, 7) near the higher end. Due to the nature of the work, no work is guaranteed on
any contract even if awarded. The scope of work may vary and will be requested on a task order basis as
the need arises.
Proposals shall be submitted to Dominic Boneno no later than 4:00 P.M. on Thursday, January 15, 2026.
Each proposer shall submit copies of the proposal(s) in accordance with Section III, “Proposal,” of this
notice.
II. SCOPE OF SERVICES
Consultants may submit proposals for one or more of the on-call categories in this section; however, for
consultants wishing to submit proposals for multiple categories, a separate proposal should be
submitted for each category.
Proposals may be submitted for one or more of the following on-call categories:
• Category #1 – ADA Services
Requested tasks may include, but are not limited to, the following:
• Review and make recommendations to the City about ADA Title II legislative policy and
advise the City on upcoming accessibility regulations and requirements.
• Review and provide recommendations on a project-by-project basis, including providing
input on project scope requirements, plans, specifications, and costs. Types of projects

may include, but not be limited to, facilities improvements, master planning efforts, and
flatwork improvements.
• Identify opportunities to improve pedestrian mobility and safety, including crosswalk
enhancements, curb extensions, and traffic calming measures as requested by the City.
• Assist the City in developing responses to accessibility accommodation requests and
complaints.
• Provide technical assistance on local, state, and federal requirements and best practices
as requested.
• Perform other ADA project-related services as requested by the City.
• Category #2 – Survey Services
Requested tasks may include, but are not limited to, the following:
• Topographic and boundary surveys
o Establish horizontal and vertical control networks tied to City benchmarks.
o Perform boundary and right-of-way determinations, including determining property
lines, easements, and encroachments.
o Prepare or review legal descriptions and plats as needed.
o Obtain and review title reports to determine ownership.
• Existing conditions surveys
o Survey existing hardscape, trees, utility boxes, drain inlet rim elevations (including
nearest inlet on each approach), and other features.
o Survey private property improvements within project scope (driveways, patios,
stairways, walkways, etc.).
o Collect invert elevations of all underground utilities within project limits.
• Utility and Subsurface Surveys
o Locate visible utilities and coordinate with Subsurface Utility Engineering (SUE)
providers for subsurface investigations.
o Provide survey support for utility potholing.
• Deliverables
o Provide survey base maps in AutoCAD Civil 3D (2018 or older).
o Provide data in GIS-compatible format as required by City.
o Deliver survey reports, point files, and digital terrain models (DTMs).
• Construction Support Services
o Provide construction staking and layout for improvements.
o Perform as-built surveys and prepare record drawings.
o Verify grades, alignments, and conformance with design plans.
• All surveys shall be signed and sealed by a Licensed Professional Land Surveyor (PLS)
registered in the State of California.
