On-Airport Rental Car Concessionaires

This competitive sealed bid is for three (3) or four (4) on-airport non-exclusive rental car concessionaires. The initial contract length will be for sixty (60) months, or five (5) years. We anticipate the contract beginning on October 1, 2026.

The Airport is a small hub commercial service airport serving St. Petersburg, Clearwater and the Tampa Bay area. The Airport is owned and operated by the Pinellas County Board of County Commissioners. Airline service is provided by Allegiant Air and Sun Country Airlines (scheduled service to Minneapolis and charter flights to Biloxi’s Beau Rivage Casino and Harrah’s Gulf Coast). Airline passengers are predominately originating and departing passengers. The current On-Airport Rental Car Concession Agreements have been in place since October 2021. These agreements expire on September 30, 2026. Existing concessionaires are operating under the following brand names: Alamo, National, Enterprise, Avis, and Budget.

Certain statistical information representing on-airport rental car gross revenues, non-tenant rental car gross revenues, and peer-to-peer operator gross revenues reported to the Airport from October 2021 through March 2026 will be provided. The Airport’s passenger deplanements for the same period will also be included. All historical information is provided for the convenience of the bidder(s). The County is not responsible for any conclusions that bidder(s) may draw from this information.
