Description

Sealed Bids for the construction of the Omussee Trunk Line (Inside RCC) Rehabilitation project will be
received by City of Dothan, at the City Commission Chambers, Room 203, located on the second floor of
the Roy M. Driggers Municipal Building/Civic Center, 126 North Saint Andrews Street, Dothan, AL 36303,
until 2:00 PM, local time, on December 10, 2024, at which time the Bids received will be publicly opened
and read aloud.

The work to be performed under this Contract consists of rehabilitation of approximately 48,000 linear
feet of 12-inch to 27-inch sanitary sewer pipe by the cured-in-place-pipe method, the rehabilitation of
213 manholes, and all other related appurtenances.

Contractors interested in submitting bids for this project must be prequalified in accordance with the
specifications. Bids will be accepted only from prequalified bidders. Applications for prequalification for
bidding will be received by Poly, Inc. at 1935 Headland Avenue, Dothan, AL 36303 until 2:00 PM local
time on October 3, 2024.

Bids will be received for a single prime Contract. Bids shall be on a lump sum and/or unit price basis as
indicated in the Bid Form.

Information and Bidding Documents for the Project can be found at the following designated website:
https://poly-inc.com/bidsite/. Bidding Documents may be downloaded from the designated website. All
prospective Bidders are required to register with the designated website as a plan holder. The
designated website will be updated periodically with addenda, lists of registered plan holders, reports,
and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and
other Bidding Documents will be offered only through the designated website. Owner and Engineer are
not responsible for omissions in Bidding Documents if obtained from sources other than the designated
website.

The Issuing Office for the Bidding Documents is Poly, Inc., 1935 Headland Ave., Dothan, AL 36303, 334-
793-4700. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on
Monday through Friday between the hours of 8:00 AM to 5:00 PM, and may obtain copies of the Bidding
Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be
available from the Issuing Office.

Bidding Documents also may be examined at the office of Dothan Utilities located at 200 Kilgore Dr.,
Dothan, AL 36301, on Monday through Thursday between the hours of 8:00 AM to 4:00 PM.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of
$250.00 for each set plus shipping as applicable. Bidders who return full sets of the Bidding Documents
in good condition within 10 days after receipt of Bids will receive a full refund minus shipping charges.
Non-Bidders, and Bidders who obtain more than one set of the Bidding Documents, will receive a refund
less the cost of printing, reproduction, handling, and distribution for documents returned in good
condition within the time limit indicated above.

No Bidding Documents will be issued within 5 business days of the Bid Opening.

A pre-bid conference will be held at 10:00 AM local time on October 15, 2024 in the Board Room on the
second floor of the Roy M. Driggers Municipal Building/Civic Center located at 126 North Saint Andrews
Street, Dothan, AL 36303. Attendance at the pre-bid conference is mandatory. Bids will not be
accepted from Bidders that do not attend the pre-bid conference.

Bid security shall be furnished in accordance with the Instructions to Bidders.

All Bidders bidding in amounts exceeding that established by the State Licensing Board for General
Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and
must show evidence of license before bidding or Bid will not be received or considered by the Owner.
The Bidder shall show evidence by including its current license number during registration and clearly
displaying on the outside of the sealed envelope in which the Bid is delivered.

The Owner reserves the right to reject any and all Bids and to waive technical errors if, in the Owner’s
judgment, the best interest of the Owner will thereby be promoted. The Owner further reserves the
right to negotiate price and time with the low bidder.

This project is funded by a Clean Water State Revolving Fund Loan from the Alabama Department of
Environmental Management.
