INTRODUCTIONS

PROJECT SCOPE

  • See Civil Drawings for layout and extent of site and utility demolition.
  • Remove existing buildings completely , including foundations, in two distinct phases as indicated on the contract documents.
  • Asbestos and other Hazardous Materials – Abatement is included in the scope of work; see Specifications for surveys and abatement information. All work must comply with ADEM requirements, including 10-day notice. Abatement personnel must have current certificates.
  • Security – Demolition Contractor is responsible for site security. Access to and egress from all existing adjoining stadium area to the west, as well as to and from the Phase 2 buildings remaining occupied during Phase 1, must be maintained. Contractor is responsible for establishing and maintaining a continuous perimeter security fence throughout both phases of work.
  • Work Hours / Days / Holidays

ALLOWANCES

  • $75,000 Contingency
  • No other allowances

SALVAGE ITEMS

  • Sections of existing gymnasium wood flooring and palletized brick are to be salvaged and turnover to the Owner upon or before project completion. Contractor to transport materials to Owner’s designated location on- or off-site.   Refer to drawings and specs.
  • Any remaining equipment, furniture, or other movable elements in the buildings at Notice to Proceed are the responsibility of the Contractor for removal and disposal accordingly.

UTILITIES

  • Maintain all functional utility services to existing Phase 2 buildings at the north end of the site during Phase 1. Notify Construction Manager in writing of required service interruptions at least 48 hours prior to planned loss of services. Coordinate service interruptions with the occupants of the affected existing building(s) to accommodate their business schedules.
  • Utility services required for construction use shall be the responsibility of the Contractor and coordinated with local utility providers as required, unless noted or directed otherwise.
    • Water service shall be provided via metered fire hydrant connection with GC responsible for payment thereof; final location to be confirmed but will be one of fire hydrants on or immediately adjacent to the project site.

SALES TAX

  • Note that taxes are to be included in the space on the Bid Form Attachment “Accounting of Sales Tax”; however, no sales tax on materials are incorporated into the project.

BIDDING

  • Bid Date, Time & Location – Sealed proposals from the General Contractors will be received by the City of Alabaster at Alabaster City Hall (1953 Municipal Way, Alabaster AL 35007) until 2:00 p.m. CDT on November 5, 2024.
  • Bid Package Requirements
    • No Bids will be accepted after 2:00 p.m. CDT on November 5, 2024. This requirement will not be waived. The official time will be determined by the Architect or his designated representative. The proposals will be publicly opened at this time at the location listed above.
    • Any envelope notations to the bid on the outside of the envelope must be accompanied by an authorized signature. No Bid will be accepted or opened without the GC license number on the outside of the envelope.
    • No bids may be modified or withdrawn for sixty (60) days following receipt of bids.
    • A cashier’s check or Bid Bond payable to the City of Alabaster in an amount not less than five (5) percent of the amount of the proposal, but in no event more than $10,000 must accompany the bid. Performance and Statutory Labor and Material Payment Bonds in the amount of 100% of the Contract Price will be required at the signing of the Contract.
  • Correspondence & RFIs – All correspondence (RFIs and other requests) shall be routed through the Owner’s Representative (HPM), copied to the Architect, and shall be from a Prime Bidder (not a vendor or subcontractor).   • Project Duration – 120 calendar days for Phase 1 plus 60 days for Phase 2, with each phase being given its own distinct Notice to Proceed.
    • Phase 1 NTP to be executed no earlier than 1/1/2025 & no later than 2/10/2025.
    • Phase 2 NTP to be executed no earlier than 6/1/2025 & no later than 7/31/2025.
  • Liquidated Damages – Should the Contractor fail to achieve Substantial Completion of Phase 2 on or before 60 days following its NTP, the Contractor shall pay the Owner the sum of two hundred dollars ($200) per calendar day beyond the stipulated completion date until Substantial Completion is reached.  Further, a charge of one hundred dollars ($100) per calendar day will be assessed against the final payment for each additional day required beyond the deadline for Final Closeout Documents and for reaching Final Completion of the project.
  • Adverse Weather – No adjustment to the Substantial Completion Date will be made due to adverse weather. The duration of time given in the contract has been deemed sufficient to allow for anomalous weather conditions.
  • Permit Fees The contractor awarded the project shall be responsible for paying all permit fees.
  • Additional Site Visits If an additional Site Visit is needed, contact Ryan George at HPM for arrangements and timing.
  • Verbal instructions or comments made at any point during the bidding process are not standing changes until issued by Addendum.

POST-BID SUBMITTALS

  • Within 24 hours of receipt of bids, apparent low bidder must submit:
    • List of Subcontractors (one per trade, and once submitted, cannot be changed without written approval from Owner and Architect)
    • Schedule of Values
    • List of GC Project Personnel with Resumes

RETAINAGE

  • Retainage for this project is 10% of the cost of complete work until 50% of the work is completed and no additional retainage will be held for the remainder of the project. Note: No retainage will be released until all work is complete, ALL close-out documents are 100% complete and the project is ready for final payment.

SUPERVISION

  • The Contractor will be responsible for always having a full-time superintendent on the job site work is being performed under their contract. Superintendent shall be an employee of the contractor, not a trade subcontractor acting on behalf of contractor.

OACs

  • OACs shall be held every two (2) weeks for the duration of the project unless directed and agreed upon otherwise.

ALTERNATES

  • Refer to Section 01 2300. There are currently NO alternates at this time.

TEMPORARY FACILITIES

  • Contractor shall coordinate field office with Owner’s Representative.

PARKING

  • Parking is limited to on-site. If acceptable to the Owner, the adjacent stadium parking areas may be used. Contractors shall not park on adjacent property without the property owner’s written permission.

ADDENDA

  • Any conflict in quantity or dimensions in drawing or specification that is not clarified by addendum prior to bid, the contractor is assumed to be bidding the work the more expensive way.

CITIZENSHIP

  • See Article 9.2 in Supplementary Instructions to Bidders. In accordance with the “Beeson-Hammon Alabama Taxpayer and Citizen Protection Act” Act Number 2011-535 (Code of Alabama (1975) §31-13-9), enacted by the 2011 Legislature of Alabama, the Contractor shall be required to properly complete and submit affidavits from himself and any subcontractors that he is enrolled in the E-Verify system.

QUALITY OF WORK

  • This is a public building project, and the overall quality of the work is expected to be the highest possible. Inferior work will not be accepted and will be the General Contractor’s responsibility to rectify to an acceptable level.

CLARIFICATIONS

  • All bid questions and clarifications must be submitted to HPM and CMH in writing via email no later than noon CDT on Wednesday, October 30, 2024. If received after this deadline, they will not be reviewed. Any clarifications or questions must be from a Prime Contractor. The last addendum will be issued no later than Monday, November 4, 2024.

SUBMITTALS

RFIs

  • Before submitting an RFI, it is the contractor’s responsibility to research the bid documents for the information. If the information is readily available in the documents, the RFI will be sent back with no response from the project team. RFI’s Should be submitted through a General Contractor.

CLOSEOUT DOCUMENTS

  • Closeout documents are required to be submitted and approved by the Architect before any retainage will be released. No final payment will be made until all Closeout documents have been received and approved by the Architect. This included as-built drawings including surveys, O & M Manuals, Warranties, and all other documents required by the specifications.
