SECTION 1 -ADVERTISEMENT FOR BIDS
Bids for Old Central OCR Roof Replacement, and all appurtenances, will be received by
the City of Owasso until 5:00 PM on April 30, 2026.
A mandatory pre-bid conference will be held at Old Central 109 N Birch St , Owasso,
Oklahoma 74055, at 10:00 AM on April 16, 2026.
The work is generally described as the application of Fluid Applied Roof System.
The City of Owasso may waive any informalities or minor defects or reject any and all
bids. Should there be reasons why the contract cannot be awarded within the specified
period, the time may be extended by mutual agreement between the City and the
Bidder.
All forms are included. Bidders shall submit Documents as noted in Section 2,
Requirements for Bidders. Bidders who submit bid form only will be rejected.
The Project Documents may be examined on the City's website at
www.cityofowasso.com or at the following location:

Copies of the PROJECT DOCUMENTS may be purchased at Owasso City Hall upon
payment of Eleven Dollars ($11.50) for each set, which is the cost of reproduction and will
NOT be refunded.
SECTION 2 - REQUIREMENTS FOR BID SUBMITTAL
Failure to submit all of the items called for may render the bid proposal incomplete, thus
eliminating the bidder from further consideration.

SECTION 3 - BIDDER'S INSTRUCTIONS
1. PURPOSE
The purpose of these Specifications is to provide for Old Central Roof coating for the City
of Owasso, Oklahoma. The CONTRACTOR is to provide all material and labor for
construction and completion in every detail the work described.
The Project Manual, Plans, and Details included herein, along with other relevant local,
state, and federal codes, shall prevail as guidelines throughout said project until it is
completed.
2. DEFINED TERMS
Terms used in these Instructions to Bidders, which are defined in the Standard General
Conditions of the Construction Contract, have the meanings assigned to them in the
General Conditions.
3. QUALIFICATIONS OF BIDDERS
Bidders shall complete "Statement of Bidder's Qualifications" and submit with their bid
proposal.
A Mandatory pre-bid conference will be held for this project as advertised.
4. EXAMINATION OF PROJECT DOCUMENTS AND SITE
4.1 Before submitting bid, each Bidder must: (a) Examine the Project Documents,
to include the Agreement and General Conditions, thoroughly; (b) Visit the site
to familiarize himself/herself with local conditions that may in any manner
affect cost, progress or performance of the work; (c) Familiarize himself/herself
with federal, state and local laws, ordinances, rules and regulations that may
in any manner affect cost, progress, or performance of the Work; and (d) Study
and carefully correlate Bidder's observations with the Project Documents.
4.2 Before submitting a bid, each Bidder may, at Bidder's own expense, make such
additional investigations and tests as the Bidder may deem necessary to
determine the Bid for performance of work in accordance with the time, price
and other terms and conditions of the Project Documents.
4.3 Copies of documents pertaining to exploration and tests of subsurface
conditions at the site, used in preparing the Project Documents, are available
upon written request to the OWNER. The Bidder shall be held solely responsible
for any interpretation or conclusion drawn from this technical data.

4.4 The submission of a Bid will constitute an incontrovertible representation by the
Bidder that he/she has complied with every requirement and the Project
Documents are sufficient in scope and detail to indicate and convey
understanding of all terms and conditions for performance of the Work. No
conditional bids are to be accepted.
5. INTERPRETATIONS
5.1 All questions about the meaning or intent of the Project Documents shall be
submitted in writing to the City of Owasso Facilities Maintenance Division, Attn:
Jennifer Morgans via email (jmorgans@cityofowasso.com) or mail addressed
to 452 South Main Street, Owasso, Oklahoma, 74055. Replies will be issued by
Addenda, posted on the City's website at www.cityofowasso.com, no later
than five days before the bid acceptance deadline
5.2 Each Bidder shall be responsible for determining receipt of all Addenda issued.
6. CONSTRUCTION TIME
The construction contract time for this project is thirty (30) calendar days until
substantial completion, and the time is thirty (30) calendar days in which to be
completed and ready for final payment. Time extensions may be granted by the
OWNER for delays considered beyond the CONTRACTOR's control.
7. SUBSTITUTE MATERIAL AND EQUIPMENT
The Contract, if awarded, will be on the basis of material and equipment described
in the Plans and Details or specified in the Specifications without consideration of
possible substitute or "or-equal" items. Whenever it is indicated in the Plans and
Details or specified in the Specifications that a substitute or "or- equal" item of
materials may be furnished or used by the CONTRACTOR, if acceptable to OWNER,
application for such acceptance will not be considered by OWNER until after the
"effective date of the Agreement". The procedure for submittal of any such
application by CONTRACTOR and consideration by OWNER is set forth in the
General Conditions, which may be supplemented in the General Requirements.
8. SUBCONTRACTORS, ETC.
8.1 If the Project Specifications require, the identity of certain SubCONTRACTORs,
supplies and manufacturers must be submitted to OWNER with submittal of
proposal.
8.2 In contracts where the Contract Price is based on a lump sum price, the
apparent Successful Bidder, prior to the Notice of Award, shall identify in writing
to OWNER those portions of the work that Bidder proposes to

subcontract. After the Notice of Award, the CONTRACTOR may only
subcontract other portions of the work with OWNER's written consent.
9. BID FORM
Bid Forms can be completed in ink and delivered to City of Owasso, 452 South Main
Street, Owasso, Oklahoma 74055, or sent electronically to Jennifer Morgans at
jmorgans@cityofowasso.com.
10. MODIFICATION AND WITHDRAWAL OF BIDS
Bids may be modified or withdrawn by an appropriate document duly executed (in
the manner that a Bid must be executed) and delivered to the place where Bids
are to be submitted.
11. AWARD OF CONTRACT
OWNER reserves the right to reject any and all Bids, to waive any and all informalities;
and to negotiate contract terms with the Successful Bidder; and the right to
disregard all nonconforming, nonresponsive, or conditional Bids. Discrepancies
between the indicated sum of any column of figures and the correct sum thereof
will be resolved in favor of the correct sum.
11.1 OWNER may consider the qualifications and experience of SubCONTRACTORs,
suppliers and manufacturers proposed for portions of the Work. Operating
costs, maintenance considerations, performance data and guarantees of
materials and equipment may also be considered by OWNER.
11.2 OWNER may conduct such investigations as deemed necessary to assist in the
evaluation of any Bid and to establish the qualifications and financial ability of
the Bidders, proposed SubCONTRACTORs, and other persons and
organizations to do the Work in accordance with the Project Documents to
OWNER's satisfaction within the prescribed time.
11.3 If the contract is to be awarded, OWNER will give the Successful Bidder a
Notice of Award within thirty (30) calendar days following action by the City
Council.
12. SIGNING OF AGREEMENT
When the OWNER gives a Notice of Award to the Successful Bidder, it will be
accompanied by at least two (2) sets of the Agreement and all other Project
Documents. Within ten (10) days thereafter, CONTRACTOR shall sign and deliver
them to OWNER with all other Project Documents attached. Within ten (10) days
thereafter, OWNER will deliver a fully signed set to CONTRACTOR. Any work done by
the CONTRACTOR prior to issuance of the Notice to Proceed will be at his/her own
risk.

13. SALES AND USE TAXES
The OWNER is exempt from Oklahoma State Sales and Use Taxes on materials and
equipment to be incorporated in the project. Upon award of the Contract, the
CONTRACTOR shall be issued a Certification of Tax-Exempt Public Project to be used
for the duration of the project.

SECTION 4 - BID SUBMITTAL
PROJECT IDENTIFICATION: Old Central Roof Replacement
1. The undersigned BIDDER proposes and agrees, if this Bid is accepted, to enter into
an Agreement with OWNER in the form included in the Project Documents to
complete all Work as specified or indicated in the Project Documents for the price
and within the time indicated in this Bid and in accordance with all other terms and
conditions of the Project Documents.
2. In submitting this Bid, BIDDER represents, as more fully set forth in the Agreement, that
Bidder has examined and carefully studied copies of all the Project Documents, the
related data identified in the Project Documents and the following addenda:

SECTION 5 - STATEMENT OF BIDDER'S QUALIFICATIONS
All questions must be answered and the data must be clear and comprehensive. If
necessary, questions may be answered on separate attached sheets. The Bidder may
submit any additional information if so desired.

SECTION 6 - CERTIFICATE OF NON-DISCRIMINATION
In connection with the performance of work under this contract, the CONTRACTOR
agrees as follows:
A. The CONTRACTOR agrees not to discriminate against any employee or
applicant for employment because of race, creed, color, sex, national origin,
or ancestry. The CONTRACTOR shall take affirmative action to insure
employees are treated without regard to their race, creed, color, sex, national
origin, or ancestry. Such actions shall include, but not be limited to the
following: employment, upgrading, demotion or transfer, recruiting or
recruitment, advertising, layoff, or termination, rates of pay or other forms of
compensation and selection for training, including apprenticeship. The
CONTRACTOR and SubCONTRACTOR shall agree to post in a conspicuous
place, available to employees and applicants for employment, notices to be
provided by the City of Owasso setting forth provisions in this section.
B. In the event of the CONTRACTOR's non-compliance with this non-discrimination
clause, the contract may be canceled or terminated by the CITY OF OWASSO.
The CONTRACTOR may be declared by the CITY OF OWASSO ineligible for
further contracts with the said agency until satisfactory proof of intent to
comply shall be made by the CONTRACTOR.
C. The CONTRACTOR agrees to include this non-discrimination clause in any
subcontracts connected with the performance of this agreement.
