OL Peacock Sr. Park

Pursuant to the Port St. Lucie City Code of Ordinance 35.07, this electronic solicitation is being issued to establish a contract with a qualified proposer who will provide OL Peacock Sr. Park to the City of Port St. Lucie (hereinafter, “City”) as further described in this solicitation.

O.L. Peacock, Sr., Park is a neighborhood park featuring a lake with fishing and kayaking access. This project aims to expand recreational offerings by adding new amenities that enhance the park experience for residents. The scope of work includes the construction of a paved walking trail, a new playground, on-street parking, and two shade pavilions. These improvements will support passive recreation, family-friendly activities, and greater community use.

O.L. Peacock, Sr., Park development supports the City’s Strategic Plan, Goal 6: Culture, Nature, and Fun Activities, and has been designated a Priority Project with funding allocated across multiple years in the City’s Capital Improvement Plan. A conceptual master plan was completed by Culpepper & Terpening, Inc. in 2022 based on public and stakeholder input, and later approved by City Council.

In August 2022, the City submitted a successful Florida Recreation Development Assistance Program (FRDAP) grant application for park development, securing a $200,000 award. The City received the Notice to Commence on September 19, 2024. Design services were completed by Captec Engineering, and the project is now ready to proceed to construction.
