This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. FA468625Q0028 is issued as an RFQ.

3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03

4. This will be solicited as a Set-Aside Status: 100% Small Business set-aside, with an associated NAICS code 324191 Petroleum Lubricating Oil and Grease Manufacturing and a small business size standard number of employees of 750.

5. A list of line item number(s) and items, quantities, and units of measure are as follows.

6. This Requirement is to procure Oil (Smoke, Engine & Additive) Airshow 2025 for the execution of the 2025 2-day Air & Space Expo, as defined in the associated Statement of Work (SOW) for Beale AFB (BAFB), CA. The offeror shall deliver smoke oil, engine oil, and engine oil additive to the 2025 Beale Airshow and remove unspent materials and empty containers at the conclusion of the period of performance. The government will only pay for actual oil used (opened containers). Unspent and unopened containers will be removed at no cost to the government. The offeror shall provide all personnel, tools, materials, supervision and other items necessary for the services described in this Statement of Work (SOW).

7. Place of Contract Performance: Beale AFB, CA

Period of Performance: 5 June – 9 June 2025.

8. The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition.

9. A statement regarding the applicability of the provision at 52.212-2, Evaluation-Commercial Products and Commercial Services. Reference Attachment 1 - FA468625Q0028.

10. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.

11. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.

12. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services.

13. RFQ Important deadlines:

Questions/Concerns. All questions must be submitted in writing via email no later than Wednesday, 23 April 2025 at 10:00AM PST. Responses to questions will be posted by the Government to SAM.gov, the contracting opportunities website. Late requests to Questions and or Concerns will not be reviewed nor considered. Questions in response to this notice shall be sent via e-mail to the point of contacts listed below.

Proposal Due Date. Technical, and Price Volumes shall be submitted via e-mail to the point of contacts listed below by the due date Monday 28 April 2025 @ 10:00AM PST. Late proposals will be processed in accordance with FAR 52.212-1(f), "Late submissions, modifications, revisions, and withdrawals of offers."

It is the offeror’s responsibility to confirm receipt of all submissions.
