Summary

Nicotine use among people with behavioral health conditions is typically higher. According to the Center for Disease Control (CDC), almost 40% of all cigarettes smoke by U.S. adults are consumed by people with behavioral health conditions.

The goal of the project is to increase capacity within an identified cadre of facilities based on the contractor’s scope/focus. With four facilities, support reducing secondhand smoke exposure and adoption health systems change to increase screening and referrals for nicotine use

Types of facilities: While the capacity building effort can have a wider audience, for the systems change, offerors should select behavioral health facilities meeting the following criteria:

Has more than one provider at the facility to increase the reach and impact of the effort.

Work may include behavioral health facilities that provide only counseling for mental health conditions such as anxiety or mood disorders, with facilities that provide only treatment for substance abuse such as a rehab or detox facility, or for facilities that provide both mental health and substance abuse treatment.

Have trained, licensed professionals providing treatment, therapy, or counseling to individuals with behavioral health conditions. A behavioral health facility that is 100% peer-to-peer does not meet the requirements of the contract.
