2025 Official Community Plan Review

The District of Clearwater is seeking proposals for a comprehensive update of its Official Community Plan (OCP). Established in 2007, Clearwater is a growing community of approximately 2,388 residents, located at the confluence of the Clearwater and North Thompson Rivers, 124 km north of Kamloops. Known as the gateway to Wells Gray Provincial Park, Clearwater is renowned for its exceptional tourism opportunities and scenic natural landscapes.The new OCP will build upon the 2012 version by addressing current priorities such as climate change mitigation, Indigenous reconciliation, housing affordability, and emergency preparedness. The project aims to refine Clearwater’s vision and guide future growth, ensuring cohesive development patterns, increased housing diversity, enhanced commercial and industrial opportunities, and improved community connectivity.Key considerations for the updated OCP include:

Legislative context and regional impacts.

Integrated land use and transportation planning.

Diverse and affordable housing options.

Sustainable infill development and infrastructure improvements.

Strategic allocation of commercial and industrial lands.

Agricultural land preservation and optimization.

Enhanced community design and placemaking.

Provision of essential spaces for recreation, gathering, learning, working, and shopping.        Proponents are invited to submit innovative, practical, and context-sensitive proposals to support Clearwater’s transition into a resilient and sustainable community.
