HOUSING AUTHORITY FEDERAL DESIGNATED PROPERTIES
The New Britain Housing Authority (NBHA) is a public housing agency serving the
City of New Britain, Connecticut. NBHA’s mission is to provide safe, decent, and
affordable housing for low- and moderate-income families, elderly individuals, and
persons with disabilities. The Authority oversees multiple developments and programs,
including Public Housing and the Housing Choice Voucher (HCV) Program.
As part of NBHA’s ongoing commitment to maintaining safe and functional
administrative spaces, the Authority seeks qualified contractors to perform necessary
repairs and upgrades to its office trailer facility.
Proposals must be received at the New Britain Housing Authority Administrative
Office no later than April 30, 2026 at 3:00 p.m. Eastern Standard Time.
Proposals must be delivered in a sealed envelope clearly marked “Request for Proposals

I. STATEMENT OF PURPOSE:
NBHA is requesting proposals from licensed and qualified contractors to inspect, repair,
and restore an office trailer to a fully functional, safe, and compliant condition.
The scope of work includes but is not limited to roof, chassis, plumbing, electrical,
HVAC, flooring, and interior finish repairs.
The selected contractor shall provide all labor, materials, tools, and equipment necessary
to complete the work in compliance with applicable federal, state, and local regulations,
including Davis-Bacon prevailing wage requirements and HUD Section 3 guidelines.
Bidder’s Responsibilities – Contact with NBHA: It is the responsibility of the Bidder
to address all communication and correspondences pertaining to this RFP process to
NBHA contact person listed herein. Bidders must not make inquiry or communicate with
any other NBHA staff member or official (including members of the Board of
Commissioners) pertaining to this RFP. Failure to abide by this requirement may be
cause for NBHA to not consider a bid submittal received from any Bidder who has not
followed this directive during the solicitation process. The NBHA will not conduct any

ex parte conversations which may give one perspective Bidder an advantage over other
prospective Bidders.
Type of Contract resulting from this RFP: Firm Fixed-Price Contract.
II. TERM OF CONTRACT:
2.1 NBHA reserves the right to reject any or all bids, to waive any informality in the
RFP process, or to terminate the process at any time, if deemed by NBHA to be in its best
interest.
2.2 NBHA reserves the right not to award a contract pursuant to this RFP.
2.3 NBHA reserves the right to terminate a contract awarded pursuant to this RFP, at
any time for its convenience upon 14 days written notice to the successful Bidder(s).
2.4 NBHA reserves the right to determine the days, hours and locations that the
successful Bidder(s) shall provide the services called for in this RFP.
2.5 NBHA reserve the right to retain all bids submitted and not permit withdrawal for
a period of 90 days after the deadline for receiving bids without written consent from
NBHA.
2.6 NBHA reserves the right to reject and not consider any bid that does not meet the
requirements of this RFP, including but not necessarily limited to incomplete bids and/or
bids that offering alternate or non-requested services.
2.7 NBHA shall have no obligation to compensate any Bidder for any costs incurred
in responding to this RFP.
2.8 NBHA reserves the right to, at any time during the RFP or contract process,
prohibit any further participation by a Bidder or reject any bid submitted that does not
conform to any of the requirements detailed herein. Each prospective Bidder further
agrees that he/she will inform NBHA in writing within five (5) days of the discovery of
any item that is issued thereafter by NBHA that he/she feels needs to be addressed.
Failure to abide by this timeframe shall relieve NBHA, but not prospective Bidders, of
any responsibility pertaining to such issue.
2.9 NBHA reserves the right, prior to award, to revise, change, alter or amend any of
the instructions, terms, conditions, and/or specifications identified within the RFP
documents issued, within any attachment or drawing, or within any addenda issued. All
addenda will be posted on NBHA’S website (www.nbhact.org) and such changes that are
issued before the bid submission deadline shall be binding upon all prospective Bidders.

2.10 In the case of rejection of all bids, NBHA reserves the right to advertise for new
bids or to proceed to do the work otherwise, if in the judgement of NBHA, the best
interest of NBHA will be promoted.
2.11 NBHA reserves the right to, without liability; cancel the award of any bid(s) at
any time before execution of the contract documents by all parties.
2.12 NBHA reserves the right to reduce or increase estimated or actual quantities in
whatever amount necessary without prejudice or liability to NBHA, if:
2.12.1 Funding is not available
2.12.2 Legal restrictions are placed upon the expenditure of monies for this
category of services or supplies; or
2.12.3 NBHA’s requirements in good faith change after award of the contract,
documents issued, within any attachment or drawing, or within any
addenda issued. All addenda will be posted on NBHA’s website
(www.nbhact.org) and such changes that are issued before the bid
submission deadline shall be binding upon all prospective Bidders.
2.13 NBHA reserves the right to make an award to more than one proposer, if in the
judgement of NBHA, the best interest of NBHA will be promoted.
2.14 NBHA reserves the right to require additional information from all proposers to
determine level of responsibility. Such information shall be submitted in the form
required by NBHA within two (2) days or written request.
2.15 NBHA reserves the right to amend the contract any time prior to contract
execution.
2.16 NBHA reserves the right to require the Contractor to keep accurate timesheets for
all employees assigned to perform any project, task, or assignment resulting from this
RFP and any resulting contract in keeping with Davis-Bacon guidelines.
2.17 NBHA reserves the right to contact any individuals, entities, or organizations that
have had business relationships with the proposer regardless of their inclusion in the
reference section of the proposal submitted.
2.18 In the event any resulting contract is prematurely terminated due to non-
performance and/or withdrawal by the Contractor, NBHA reserves the right to seek
monetary restitution (to include but not limited to withholding of monies owed) from the
Contractor to cover costs for interim service and/or cover the difference of a higher cost
(difference between terminated Contractor’s rate and the new company’s rate) beginning
the date of Contractor’s termination through the contract expiration date.

2.19 NBHA reserves the right to award all, part, or none of the materials and/or
services specified in this RFP as determined to be in the best interest of NBHA.
2.20 NBHA reserves the right, according to 24 CFR Part 135 Appendix III, to utilize
Section 3 Preferences (as detailed in Appendix E) when making an award under this RFP.
This agreement shall begin on the date of execution and remain in effect for a
period of one (1) one year with a minimum six (6) months extension option but not to
exceed one year.
GENERAL NOTES:
1. Contractor will be responsible for measuring/verifying designated areas and shall
provide labor and materials for Trailer repair per the enclosed
specifications/statement of work.
2. Bid Prices: Bidders are advised that the fees shall be all inclusive and fully
burdened to accomplish the work as specified in this RFP and any resulting
contract.
3. Regulatory: Contractor(s) shall comply with all applicable federal, state, and local
laws, rules regulations, ordinances and codes and obtain any licenses or permits
required to provide the services under this RFP. This would include any
Americans with Disabilities Act (ADA) and Uniform Federal Accessibility
Standard (UFAS) standards.
4. Contractor(s) shall provide at Contractor’s own expense all equipment, labor,
materials, supplies, and tools to perform all the services required under this RFP
and any resulting contract.
5. ALL NBHA PROPERTIES ARE SMOKE FREE BY FEDERAL STATUTE.
CONTRACTORS ARE RESPONSIBLE FOR ASSURING THEIR
EMPLOYEES NOT SMOKE WITHIN 25 FEET OF NBHA BUILDINGS.
III. SCOPE OF SERVICES:
A. General Requirements
Contractor shall conduct a full inspection of the trailer before beginning work.
All materials used shall meet or exceed local building codes.
Contractor is responsible for securing all required permits, inspections, and
certifications.
The work area shall be maintained in a clean and safe condition throughout the
duration of the project.
